The Legislative Body (Baleg) of the Indonesian House of Representatives (DPR RI) has approved the results of the discussions regarding the One Data Indonesia Bill (RUU SDI) to be brought to the DPR RI plenary session on Tuesday (6/10/2026) for a final decision.

The Chairman of the Legislative Body, Bob Hasan, stated that the approval from meeting participants ensures that the discussions on the SDI Bill can proceed to the next stage. “Has the discussion result of the SDI Bill been approved to be processed further in accordance with laws and regulations?” said Bob Hasan during a meeting at the DPR RI Building, Jakarta, on Monday (5/10/2026), which was subsequently agreed upon by legislators and government representatives.

The Deputy Chairman of the Legislative Body and Chairman of the SDI Bill Working Committee (Panja), Sturman Panjaitan, noted that the discussion of the List of Problem Inventories (DIM) was conducted intensively, prioritising the principles of transparency and public participation. According to Sturman, the discussions resulted in several strategic provisions, including the regulation of National Basic Data (DDN).

This data will serve as the primary reference for development planning, fiscal policy and budgeting, the distribution of social assistance, and other national strategic requirements. From an institutional perspective, the SDI Bill regulates the formation of the One Data Indonesia administrator, which will be accountable to the President. This institution will replace the existing Indonesia One Data Agency.

The SDI administrator will perform coordinative, normative, and facilitative functions in coordinating data supervisors, data producers, and data custodians. The Bill also regulates the division of authority between the central government, regional governments, and villages or sub-districts regarding data production and management.

Furthermore, all data producers and custodians are required to implement data standards, metadata, reference codes and/or master data, as well as a national data catalogue system. This regulation is designed to be implemented without centralising data control within a single agency.

Regarding usage and access control, the SDI Bill regulates fees for access to restricted data as non-tax state revenue (PNBP). Meanwhile, the access and transfer of data outside Indonesian jurisdiction for closed data must obtain approval from the DPR.

The SDI Bill also strengthens community involvement in the implementation of one data. This includes providing input, reporting suspected data misuse, participatory oversight, and voluntary data contributions.
