The Indonesian Industrial Estates Association (HKI) is expanding its international network with the official opening of a representative office in Shenzhen, China, as part of a strategy to strengthen investment flows, industrial relocation, and cooperation between the two countries. “Modern industrial estates can no longer operate exclusively for large-scale industries,” said Adi Saputra Tedja, Vice Chairman of HKI for Connectivity, Logistics, and Specific Industrial Estates, in a statement in Jakarta on Tuesday. He stated that the establishment of the HKI representative office is part of a strategy to strengthen investment flows, industrial relocation, and industrial estate cooperation between Indonesia and China, while also promoting the growth of a more inclusive industrial ecosystem for small and medium enterprises (SMEs). Adi explained that the HKI office in Shenzhen will serve as a strategic coordination centre, an investment liaison, and a gateway for Chinese investors looking to expand their manufacturing activities into various Indonesian industrial estates. The manufacturing sector currently contributes approximately 19.07 percent to Indonesia’s Gross Domestic Product (GDP). HKI itself oversees more than 175 industrial estates covering a total area of over 220,000 hectares. The office inauguration coincided with the APEC SME Business Forum 2026 in Shenzhen. During the forum, Adi stressed the importance of transforming industrial estates into ecosystems capable of supporting the growth of both large corporations and SMEs. “We must create an ecosystem where large corporations and SMEs can coexist symbiotically,” he said. In addition to promoting the potential of Indonesian industrial estates, Adi also launched the Shenzhen One Gate Halal Center (SOGHC) as a platform to bridge investment and trade between China and Indonesia. SOGHC was established to make it easier for foreign companies to meet various regulatory requirements and halal certification before entering the Indonesian market, which has a Muslim population of around 242.7 million. As an official representative accredited by the Halal Product Assurance Agency (BPJPH), SOGHC facilitates audits, technical assistance, and certification recognition so that businesses do not have to face repeated administrative processes. HKI believes that the presence of the representative office in Shenzhen, operating alongside the Shenzhen One Gate Halal Center, will strengthen economic relations between Indonesia and China. The HKI office will focus on facilitating investment and industrial relocation, while SOGHC will support compliance with regulatory standards and product certification, providing investors with certainty and easier access to the Indonesian market. HKI’s participation in the APEC SME Business Forum 2026 also underscores Indonesia’s commitment to building a sustainable, green, and inclusive Asia-Pacific industrial ecosystem through strengthened investment, industrial estate development, and SME empowerment.
