Indonesia's Corn Reserves Far Below Target, Only 190,000 Tonnes by July 2026

The Ministry of National Development Planning (PPN/Bappenas) has reported that the management of the government’s corn reserves (CJP) continues to fall significantly short of its targets. In 2025, the CJP was only realised at 101.8 thousand tonnes, equivalent to just 10% of the 1 million tonne target. As of 6 July 2026, the realisation had only reached 190 thousand tonnes, or 19% of the 1 million tonne target. “If we cannot resolve the corn issue, we cannot resolve any other issue, this is just an example,” said Minister of National Development Planning Rachmat Pambudy during a working meeting with Commission XI of the House of Representatives in Jakarta on Thursday (9/7/2026). Bappenas emphasised that strengthening the government’s corn reserves has been mandated in Presidential Instruction Number 3 of 2026 concerning the domestic procurement and management of corn and the distribution of government corn reserves for 2026-2029. Under this instruction, Bappenas is tasked with ensuring that policies for domestic corn procurement and management, as well as the distribution of CJP, are aligned with the government’s work plan. Rachmat stated that Bappenas has integrated the assignments from the Presidential Instruction into the Government Work Plans for the 2025 and 2026 fiscal years, alongside the Food Priority Programme. The agency has also aligned priority activities for food reserve management and its oversight through the development planning cycle. Bappenas has provided follow-up recommendations to relevant ministries and agencies to strengthen the CJP. These include accelerating the achievement of government corn procurement targets, particularly regarding government purchase price policies, moisture content levels, and drying cooperation. Further recommendations involve optimising the utilisation of CJP, especially distribution and price guarantees for farmers, as well as price stabilisation for both food and feed. The agency also proposed increasing the quantity of government corn reserve procurement in the draft 2027 Government Work Plan. “This is very measurable, only achieving 10% and 19% of the target, so there must be fundamental improvements,” Rachmat Pambudy stated.
