Indonesia's BPDLH Strengthens Climate Action via REDD+ GCF Funding
The Environmental Fund Management Agency (BPDLH) is strengthening climate action through the disbursement of funds from the Green Climate Fund (GCF) under the Results-Based Payment (RBP) scheme for Reducing Emissions from Deforestation and Forest Degradation (REDD+), as well as support from the Government of Norway through the Results-Based Contribution (RBC) scheme for Output 2.
“We hope that this funding, channelled through the RBP REDD+ GCF Output 2 Project, can be used as optimally as possible to accelerate the achievement of emissions reduction targets, strengthen sustainable forest management, and improve the livelihoods of surrounding communities,” said BPDLH President Director Joko Tri Haryanto in Jakarta on Wednesday.
Joko continued that Indonesia has made history as the first country in the Asia-Pacific region to secure RBP funding from the GCF amounting to US$103.78 million for achieving emissions reductions from deforestation and forest degradation of 20.25 million tonnes of CO2 equivalent.
The RBP REDD+ GCF Project, he added, consists of three main outputs. Outputs 1 and 3 have been running since 2021 and concluded in 2025.
Meanwhile, Output 2 will continue to be implemented until 2030 for beneficiaries at the national and subnational levels, with the Ministry of Forestry and the Ministry of Environment serving as the primary custodians.
Since its implementation from August 2023 to July 2026, according to him, BPDLH has disbursed more than Rp500 billion (37 percent of the total allocation) for the RBP REDD+ GCF Output 2 Project by building a cross-sectoral working ecosystem connecting central government to regions across 38 provinces.
“The tangible impacts and achievements of the GCF Output 2 project over the past three years include supporting more than 2 million hectares of Social Forestry expansion, facilitating more than 40 proposals for customary forest designation, and providing business assistance and creative economy tools for social forestry groups,” said Joko.
In addition, the project supports the strengthening of the National Registry System (SRN), the Climate Village Programme, and sustainable waste management.
“This project has reached approximately 1,266 villages and 225 districts,” he said.
Previously, 24 provinces had accessed the funding. Lampung Province was the first province to successfully complete programme implementation.
In 2026, 10 proposals from 10 provinces have been assessed and are in the preparation stage for programme implementation, before the ceremonial signing of cooperation agreements for RBP fund disbursement to the 10 provinces.
“Currently, 34 provinces have accessed RBP REDD+ GCF Output 2 funding, with a total commitment of Rp761 billion. This amount covers 94.8 percent of the total allocation for provinces,” said Joko.
