Indonesia's 2027 Fiscal Policy: Higher Growth, Faster Prosperity
House Speaker Puan Maharani has emphasised that the theme of the 2027 fiscal policy, ‘Higher Growth, Faster Prosperity’, must be interpreted as a commitment to aligning economic growth with equity, and economic progress with social justice. According to Puan, the national priority work programmes for 2027—ranging from food sovereignty, energy and water independence, education, and health, to downstreaming, infrastructure and housing, the people’s economy and villages, and poverty reduction—must be implemented as a unified national development policy.
‘No citizen should feel distant from the state because they live on a small island, in a disadvantaged area, in a border region, in the mountains, or in a remote area,’ Puan stated during the opening speech of the Plenary Session for the First Session Period of the 2026-2027 Session Year at the DPR RI, Friday (14/8/2026).
Puan noted that the State Budget (APBN) was Rp 197 trillion in 2000 and rose to Rp 1,126 trillion in 2010, marking a nearly sixfold increase in state spending over that decade. With the 2026 APBN set at Rp 3,842 trillion, she indicated that the 2027 budget could approach Rp 4,000 trillion. Given this magnitude, she stressed that state revenue must be collected fairly without weakening public purchasing power or business sustainability, while state spending must be of higher quality, targeted, and results-oriented. She also insisted that the deficit and debt must be managed carefully, measurably, and responsibly, ensuring that today’s policies do not leave an unfair burden for future generations. Puan concluded that the ultimate measure of the state budget is not the size of the figures, but how effectively it changes people’s lives for the better.
