Minister for Investment and Downstreaming/Head of the Investment Coordinating Board (BKPM) Rosan Roeslani announced that national investment realisation throughout 2025 reached Rp1,931.2 trillion. This figure surpassed the government’s target of Rp1,905.6 trillion and grew by 12.7 per cent compared to the previous year. The investment realisation also absorbed approximately 2.71 million Indonesian workers, an increase of 10.4 per cent year-on-year (yoy). “We achieved all of this while maintaining accountable and transparent management of state finances and assets,” Rosan stated during a working meeting with Commission XII of the Indonesian House of Representatives (DPR RI) in Jakarta. Rosan explained that Domestic Direct Investment (PMDN) was the largest contributor to national investment realisation, with a value of Rp1,030.3 trillion, or 53.4 per cent of the total. Meanwhile, Foreign Direct Investment (PMA) was recorded at Rp900.9 trillion, equivalent to 46.6 per cent. In terms of regional distribution, investment outside Java reached Rp991.2 trillion, or 51.3 per cent of the total national investment realisation. This value exceeded investment on Java, which reached Rp940 trillion. The five provinces with the largest investment realisation throughout 2025 were West Java (Rp296.8 trillion), DKI Jakarta (Rp270.9 trillion), East Java (Rp145.1 trillion), Banten (Rp130.2 trillion), and Central Sulawesi (Rp127.2 trillion). By business subsector, the largest investment in 2025 flowed into the base metal industry, fabricated metal goods, non-machinery, and equipment, with a value of Rp262 trillion. The transportation, warehousing, and telecommunications sector recorded Rp211 trillion in investment, followed by mining at Rp199.6 trillion, other services at Rp170.5 trillion, and the housing, industrial estate, and office sector at Rp140.4 trillion. Rosan noted that the downstreaming programme was one of the main drivers of national investment throughout 2025. “In line with our mandate, downstreaming is one of the primary drivers. Downstreaming investment realisation in 2025 reached Rp584.1 trillion, growing 43.3 per cent and contributing 30.2 per cent to the total national investment realisation. A total of 71.1 per cent of this was located outside Java. This is a tangible manifestation of efforts to create added value domestically while promoting equity,” he explained. Mineral downstreaming dominated the investment, contributing Rp373.1 trillion, with details including nickel (Rp185.2 trillion), copper (Rp65.8 trillion), bauxite (Rp53.1 trillion), iron and steel (Rp39.2 trillion), tin (Rp11.3 trillion), and other commodities such as silica sand, gold, silver, cobalt, manganese, coal, and Buton asphalt (Rp18.5 trillion). Downstreaming in the plantation and forestry sector recorded Rp144.5 trillion, comprising palm oil (Rp62.8 trillion), timber logs (Rp62.2 trillion), rubber (Rp12.9 trillion), and other commodities such as nutmeg, pine, coconut, cocoa, and biofuel (Rp6.6 trillion). Oil and gas downstreaming reached Rp60 trillion, consisting of crude oil (Rp41.7 trillion) and natural gas (Rp18.3 trillion). In the fisheries and marine sector, downstreaming investment reached Rp6.4 trillion, covering commodities such as salt, tuna, skipjack, mackerel tuna, shrimp, seaweed, crab, and tilapia. The five provinces with the largest downstreaming investment realisation throughout 2025 were Central Sulawesi (Rp110 trillion), North Maluku (Rp74.8 trillion), West Java (Rp71.4 trillion), Banten (Rp41.3 trillion), and East Java (Rp36.7 trillion).
