The 100 Mbps Internet Race: Can Indonesia Connect 17,000 Islands in Two Years?

The Indonesian Ministry of Communication and Digital Affairs set an ambitious target to achieve an average national internet speed of 100 Megabits per second (Mbps) within the next two years, aiming for completion by 2028. This nationwide initiative aligns with the ministry’s overarching vision of a “Connected, Growing, and Protected” Indonesia.

To realize this goal, the government is heavily focusing on expanding fiber-optic infrastructure, enhancing fixed broadband services, and deploying satellite connectivity to reach underserved outer regions. For an archipelago like Indonesia, quality and affordable internet access across the country is not a luxury but it is crucial for survival, equity, and socio-economic development.

The Pillars of Digital Transformation

First and foremost, a robust network drives governance efficiency. The Indonesian government is aggressively modernizing its administrative services through digital initiatives, such as centralized public service portals and digital tax systems. However, a digital government only works if its citizens can actually connect to it. Eliminating “blank spots” across the provinces ensures that public services remain transparent, less prone to bureaucratic friction, and accessible to everyone, regardless of their location.

Secondly, widespread connectivity is the ultimate engine for business efficiency and growth. Micro, Small, and Medium Enterprises (MSMEs) form the backbone of the Indonesian economy, accounting for over 60 percent of the national GDP. High-speed internet allows these businesses to scale while drastically cutting operational costs. For instance, a rural craftsman in Sumatra or a coffee farmer in Sulawesi can completely bypass traditional middlemen, access national e-commerce platforms, and tap directly into global supply chains.

Thirdly, deep internet penetration encourages regional equity. Historically, economic development and high-quality infrastructure have been heavily concentrated on the island of Java. This development gap will only widen if Java enjoys lightning-fast access while outer regions languish in digital isolation. Equipped with strong internet access, education, healthcare, and commercial opportunities can finally be decentralized, making the country’s growth far more equitable.

A Modern Basic Necessity

According to the Deputy Minister of Communication and Digital Affairs, Nezar Patria, high-quality and affordable internet access has evolved into a fundamental public necessity. It serves as the bedrock for accelerating digital economic growth and improving overall public productivity.

To illustrate this shift, Patria shared an telling anecdote: when a natural disaster strikes (such as a flood or an earthquake) one of the very first things victims ask for is the restoration of the cellular and internet signal. This highlights that, alongside food and water, connectivity has become vital to human security and community resilience.

The Current Digital Landscape of Indonesia

The gap between Indonesia’s current realities and its 100 Mbps dream is stark. According to the Speedtest Global Index released by Ookla, Indonesia recently fell four spots to rank 74th out of 101 countries in mobile internet speeds, averaging a download score of 62.54 Mbps. Meanwhile, in fixed broadband, the country slipped three spots to 117th out of 149 countries, with an average download speed of just 47.10 Mbps.

On a brighter note, the user base is expanding rapidly. The latest survey by the Indonesian Internet Service Providers Association (APJII) reveals that the number of internet users in Indonesia grew to 235.26 million people at the start of 2026. Given a total population of roughly 287.9 million, the national internet penetration rate now stands at an impressive 81.72 percent.

However, the geographic divide remains glaring: Java still dominates the landscape with an internal penetration rate of 85.95 percent, accounting for 58.24 percent of the country’s entire online population.

Deep-Rooted Hurdles on the Horizon

Overcoming this disparity to secure a baseline of 100 Mbps within two years means confronting massive financial, technical, and geographical hurdles.

The government’s dual demand for skyrocketing speeds and rock-bottom prices places Internet Service Providers (ISPs) in a severe financial squeeze. Drastically boosting speeds requires capital-intensive physical upgrades to routers, local exchanges, and backbone networks. At the same time, fierce market competition has driven consumer prices down, leaving ISPs with razor-thin profit margins. Forcing private operators to invest heavily in remote infrastructure while capping retail prices makes the return on investment incredibly difficult to justify.

Furthermore, building infrastructure across Indonesia’s fragmented geography is an inherently unequal venture. While laying low-cost, high-speed fiber networks is highly profitable in densely populated Java, the economic reality shifts entirely in places such as Sulawesi, Maluku, or Papua. The cost of laying subsea cables, maintaining high-capacity backbones, and deploying local networks across mountainous or isolated islands is exponentially higher.

Finally, delivering a stable “last-mile” connection to the actual consumer remains remarkably difficult. Transitioning a community from a zero-signal zone or a sluggish 3G/4G tower straight to a stable 100 Mbps connection requires a highly complex, multi-layered tech approach.
