Indonesian Toll Road Association to Hold FGD on Sustainable Infrastructure Ecosystem
The Indonesian Toll Road Association (ATI) will hold a focus group discussion (FGD) in Jakarta on Wednesday, 12 August 2026, to discuss aligning the toll road infrastructure ecosystem for sustainable Indonesian development as a vital support for national connectivity and economic growth. ATI is committed to supporting government programmes to improve public service quality, road safety, and the modernisation of the national transport ecosystem. “Toll road development must ultimately provide real benefits to the public,” said ATI Chairman Rivan A. Purwantono. He added that the public needs safe, comfortable, high-quality, and reliable toll road services, and therefore ATI continues to synergise with the government to maintain industry sustainability while ensuring the best service for the community.
The operational toll road network in Indonesia has currently reached 3,115.98 kilometres across 76 sections, managed by 59 Toll Road Business Entities (BUJT), with an accumulated investment value of Rp 668 trillion for operating sections, projected to approach Rp 1,000 trillion including sections under construction and preparation. Given the government’s limited financing capacity, policy breakthroughs and financing schemes that encourage private sector participation are needed. Most operating toll road sections are still in the early to middle stages of their investment return cycle, requiring a sound financial structure to ensure long-term business sustainability, a condition worsened by the prevalence of over-dimension and over-load (ODOL) vehicles that accelerate physical road damage and endanger road users.
This forum serves as a solution-oriented dialogue space for stakeholders to align regulatory policies, maintain a viable investment climate, and promote more sustainable financing models by increasing the role of private investment and improving toll road service quality across Indonesia. The resulting recommendations will be submitted as strategic input for the government in formulating fair and sustainable national toll road policies that provide optimal benefits for the public and accelerate national development. The FGD will feature opening remarks from Coordinating Minister for Infrastructure and Regional Development Agus Harimurti Yudhoyono and Minister of Public Works Dody Hanggodo. The interactive discussion will be guided by management expert Rhenald Kasali, with Muhammad Chatib Basri and Bambang Brodjonegoro as key speakers.
The forum will involve representatives from the House of Representatives’ Commission V, as well as related ministries and agencies including the Ministry of Public Works, the Toll Road Regulatory Agency (BPJT), the Directorate General of Highways, the Coordinating Ministry for Infrastructure and Regional Development, the Coordinating Ministry for Economic Affairs, the Ministry of Transportation, the Ministry of National Development Planning/Bappenas, the Ministry of Finance, the Ministry of Law, and the Ministry of Investment and Downstreaming/Investment Coordinating Board (BKPM). State institutions and oversight bodies such as the Indonesian National Police Traffic Corps, the Audit Board of Indonesia, the Finance and Development Supervisory Agency, and the National Transportation Safety Committee will also attend. The discussion will be enriched by academics and experts, including the Institute for Economic and Social Research at the University of Indonesia’s Faculty of Economics and Business, professors from the University of Indonesia and Trisakti University’s law faculties, and public policy analysts. The community and business sectors will be represented by the Indonesian Consumers Foundation, the Indonesian Toll Road Association, banking institutions, and investors.
ATI Acting Secretary General Kristianto emphasised that alignment of views between the government and industry players is a key pillar in formulating fair toll road financing and regulatory schemes. “Synergy and policy balance are crucial for the future of the national toll road industry. Through this FGD, ATI hopes to gather various critical thoughts and cross-sector solution ideas, which we will formulate comprehensively into a policy recommendation white paper,” Kristianto said.
