Environmentalists have urged the city administration to relocate its air monitoring stations because they are no longer evaluating air pollution accurately.
A joint survey conducted by nonprofit organization Swisscontact and Austrian-based private company Zauner Anlagenbau GmbH showed the poor maintenance of equipment and the presence of new buildings near the stations were reducing the accuracy of date sent to the Jakarta Environmental Management Agency.
"The city administration needs to take action to relocate or to improve upon the maintenance of monitoring stations," Swisscontact's program officer Heru Sugiarto said.
The city's five air monitoring stations are located in Senayan, Central Jakarta; Pondok Indah, South Jakarta; Kemayoran, Central Jakarta, and at the government offices of the East and West Jakarta municipalities.
The monitors measure the concentrations of five main pollutants -- particulate matter, nitrogen oxide, sulfur dioxide, carbon monoxide and ozone -- all of which can harm the health and the environment and cause property damage.
The agency publishes reports on Jakarta's air quality based on data from the five stations.
The survey said the presence of canteens located two meters from the stations in East Jakarta and Kemayoran had caused the measurements to be unusable.
"The smoke produced by canteens results in a higher pollution index,
"We also found that the ambient air and dust sampling units are almost covered by nearby trees," he said.
Moreover, the phone line at the Kemayoran station, which is used to send data to the agency's central station, is faulty.
"That's why, data is only coming out of four stations," he said.
He said Jakarta needed at least 30 air monitoring stations and more display screens.
Currently, Jakarta has five display screens located in Gambir, Central Jakarta; Kelapa Gading and Rawamangun, North Jakarta; Grogol, South Jakarta, and Pondok Indah.
"However, only two of them are still in working order; those in Gambir and Kelapa Gading," he said.
The date displayed by monitors is from the previous day, making it almost impossible to know the real time of air pollution, he said.
The agency said Jakarta's air quality was steadily getting worse, with only 28 days of "good" air quality in 2005 compared to 53 days the previous year.
It said the administration was considering outsourcing the operation of two of the stations to the private sector due to the high cost of maintenance.
Jakarta has chronic air pollution problems, which prompted the local administration to make a bylaw on air pollution.
Among its key points, the 2005 bylaw bans people from smoking in a range of public places and makes it mandatory for people to get their vehicle's exhaust emissions tested.
The bylaw also favors the use of compressed natural gas, rather than gasoline.

The Jakarta Stock Exchange Composite index climbed 27.475 points, or 1.4 percent, to 1,922.051 points, with Nickel miner robust trading volume where gainer led losers 96 to 73 with 59 stocks unchanged.
Mining stocks remain stars in market on strong commodity prices.
Nickel and gold miner Antam climbed 11.8 percent to Rp 14,200 while tin miner Timah closed at Rp 12,950 and nickel miner Inco gained 1.8 to end at Rp 61,100.
Meanwhile, the local currency rupiah was rated down as the U.S. dollar closed at Rp 9,115, up from Tuesday's rate of Rp 9,096.***)
