Indonesian Police Raid PT TSL Office in Sidoarjo over Illegal Mobile Phone Imports from China

The Indonesian National Police’s Task Force for Law Enforcement against Smuggling (Satgas Gakkum Penyelundupan) raided the office of PT TSL in Gedangan, Sidoarjo, East Java. Director of Special Crimes Brigadier General Pol Ade Safri Simanjuntak stated that the raid relates to a case of illegal importation of mobile phones from various brands originating from China. “This concerns the forced search conducted today by the Satgas Gakkum Penyelundupan, which harms state assets, at the PT TSL office,” Ade Safri said in his statement on Tuesday (21/4/2026). From the searches at six locations, investigators seized 76,756 units of goods, comprising 56,557 iPhone units valued at Rp 225.2 billion, 1,625 Android phone units valued at Rp 5.38 billion, and 18,574 mobile phone spare parts, with a total value of Rp 235.08 billion. Based on witness examinations, shipping documents, transporter statements, and electronic evidence, investigators have named two suspects: DCP alias P as the importer and SJ as the distributor. Both are suspected of involvement in importing illegal mobile phones from China to Indonesia. DCP is alleged to have entered the goods in non-new condition and without meeting SNI standards, while SJ played a role in distributing the goods domestically. Consequently, they have been charged under various articles related to criminal acts in trade, industry, standardisation, telecommunications, consumer protection, and money laundering. In developing the case, investigators found indications of PT TSL’s involvement as the parent company using several shell companies to handle import documents for the illegal mobile phones. The police state they will continue to develop this case to trace all involved parties, including illegal import practices using under-invoicing, undeclared goods, and under-accounting methods that potentially harm state finances. The police also reaffirm their commitment to handling this case professionally, transparently, and thoroughly, while tightening oversight at all entry points for goods to prevent state revenue leakage and safeguard national economic resilience.
