Mayor Laut (P) Faisal Mulia, who serves as Kasiopslat Wingud 1 TPI in the Riau Islands Province, was charged with distributing methamphetamine with a total evidence weight of 9.83 grams during a hearing at the High Military Court I in Medan on Monday (10/8).

In the indictment, Prosecutor Bambang Permadi stated that on Saturday, 22 November 2025, at around 16.00 WIB, the defendant Faisal Mulia and his wife Nadia Brenda Pangestika (Witness-2) departed from Tanjungpinang to Batam. They then stayed at the Sans Hotel, room number 303 on the 3rd floor, in Batam City, Riau Islands Province. Upon arrival at the hotel, the defendant contacted Rizal and asked when he could come to the Sans Hotel.

On Sunday, 23 November 2025, at around 09.00 WIB at the Sans Hotel, Batam City, the defendant contacted Rizal again to ask to be connected to Kapak because he wanted to order 8 grams of methamphetamine. The defendant asked the person known by the alias Kapak to come to the Sans Hotel. Upon arrival, Kapak handed over 8 grams of methamphetamine to the defendant. The defendant, Kapak, and the defendant’s wife then consumed the methamphetamine in the hotel room. After using the drug, Kapak left the Sans Hotel. At around 10.00 WIB, the defendant and his wife checked out of the hotel.

The defendant then met Hendra and Rizal in the VIP Room of the Pasifik Hotel. The defendant and his wife consumed ecstasy in the VIP Room. After carrying out several activities, the defendant and his wife returned to Tanjungpinang, bringing the methamphetamine purchased from Kapak.

On Monday, 24 November 2025, the defendant sought information on the departure of a CN 235 aircraft with tail number P-8305 on the Tanjungpinang - Jakarta route. The flight was scheduled to depart on Wednesday, 26 November 2025. The defendant then asked his wife to find buyers, as the illicit goods were to be sent using the aircraft bound for Jakarta.

The following day at around 12.00 WIB, the defendant ordered his wife to contact her friends, identified by the initials NI, NA, and AB. His wife contacted her friends via WhatsApp, saying, ‘Sis, there is a plane to Jakarta, do you want it?’ Her friends replied, ‘Yes, Sis, just send it.’ The defendant then packaged the methamphetamine into 14 packages. Twelve packages were wrapped in brown paper and placed inside a TNI-AL service shoe box bearing the inscription ‘Selamat umroh Ibu, dari Brtenda dan Ichal’.

The drugs were to be sent to buyers NI, NA, and AB in Madiun, East Java, using the Tanjungpinang-Jakarta flight for which the defendant had previously sought information. The remaining two packages of methamphetamine were kept by the defendant in a cigarette box placed in the pocket of a flight suit, while one package was stored by his wife in a plastic cupboard in the defendant’s room at the Agung Mentari housing complex on Jalan Radar Blok B No. 1,2 in Tanjungpinang, Riau Islands.

On 26 November 2025, at around 05.30 WIB, the defendant’s wife delivered food catering for the officers’ and non-commissioned officers’ mess. The 12 packages of methamphetamine were hidden inside. She handed the food package to the co-pilot of the CN 235 aircraft, identified as Letda Laut (P) MM.

At 06.45 WIB, the defendant departed for the Wingud 1 office in Tanjungpinang and went directly to the CN 235 shelter. However, the defendant could not evade capture, as Intelligence Officer Mayor Edwar and his team were already there and immediately detained the defendant along with the evidence of 12 packages of methamphetamine intended for delivery to Madiun via the Navy’s aircraft.

On Thursday, 27 November 2025, the defendant was handed over to the Military Police of the IV Main Naval Base in Batam. Two additional packages of methamphetamine were found at the defendant’s residence, bringing the total to 14 packages weighing 9.83 grams.

Investigations revealed that the defendant had repeatedly sold drugs during his posting at Wingud 1 Tanjungpinang in September, October, and November, sending them to Surabaya and Madiun. While previously stationed in Surabaya, the defendant also sold methamphetamine to Captain Laut (P) WW and Captain Laut (P) RA. His wife assisted in selling to her friends NA and NI. The defendant sold methamphetamine to Juanda Airport Surabaya on two occasions: on 4 September 2025, two packages were sold to Captain Laut (S) Made Surya, a student at STTAL, and on 29 October 2025, eight packages were sold to NNA, AB, NI, A, and Captain Laut (S) MS, also a student at STTAL.

The defendant was charged under the first count of Article 114 Paragraph (1) in conjunction with Paragraph (2) of Law Number 35 of 2009 on Narcotics, or the second count of Article 609 Paragraph (1) letter a in conjunction with Paragraph (2) letter a of the Criminal Code, and the second charge of Article 127 Paragraph (1) letter a of Law Number 35 of 2009 on Narcotics.
