Indonesian National Police Seeks DPR Approval to Reallocate Rp3.6 Trillion Budget for Food Security and Infrastructure

The Indonesian National Police (Polri) has proposed a budget reallocation of Rp3.6 trillion from capital expenditure to goods expenditure within its 2027 fiscal year budget ceiling.

The proposal was presented by the Chief of Police’s Assistant for General Planning and Budgeting (Astamarena), Inspector General Wahyu Hadiningrat, during a working meeting and hearing with Commission III of the House of Representatives (DPR RI) at the parliamentary complex in Jakarta on Tuesday.

In his presentation, Wahyu explained that the Polri budget ceiling for the 2027 fiscal year has been set at Rp139.19 trillion. This budget is allocated towards personnel expenditure of Rp61.11 trillion, goods expenditure of Rp30.93 trillion, and capital expenditure of Rp47.14 trillion.

However, the 2027 budget ceiling represents a decrease of approximately Rp6.86 trillion, or 4.70 per cent, compared to the Polri budget allocation for the 2026 fiscal year, which stood at Rp146.05 trillion.

According to Wahyu, this budget reduction has impacted support for operational goods expenditure. “Several needs experiencing shortages include fuel and lubricants (BMP), electricity costs, maintenance of buildings and special equipment (almatsus), as well as individual equipment,” he stated.

Furthermore, he noted that there are outstanding arrears for fuel and electricity, operational needs for new autonomous regions and new work units, requirements for personnel recruitment and education, as well as support for managing mass riots, disasters, and VVIP security.

Based on meetings between Polri, the Ministry of Finance, and Bappenas, if goods expenditure needs cannot be met through additional budget allocations, Polri may propose a shift from capital expenditure to goods expenditure, subject to approval from the DPR RI.

Consequently, during the meeting with Commission III of the DPR RI, Polri proposed a budget reallocation of Rp3.6 trillion from capital expenditure to goods expenditure.

Wahyu stated that this reallocation proposal, in addition to supporting the core duties and functions of the National Police, is also intended to support several national priority programmes and directives from President Prabowo Subianto.

“This support includes programmes for food security, disaster management and post-disaster recovery, bridge construction, and temporary housing. These activities also require significant budgetary support,” he added.
