Indonesian government urges local governments to adopt RDTR model like Jakarta's
The Ministry of Agrarian Affairs and Spatial Planning/BPN is urging local governments across Indonesia to have detailed spatial planning documents (RDTR) like Jakarta’s, ensuring orderly development and a safe, sustainable environment. ‘Each local government must have an RDTR. Once the RDTR is in place and integrated with the Online Single Submission (OSS) system, investments can be processed quickly and efficiently,’ said Prasetyo Wiranto, Director of Spatial Utilisation Synchronisation at the Ministry of Agrarian Affairs and Spatial Planning/BPN, during an online seminar on Tuesday. However, he acknowledged that each local government varies in terms of human resources and budget, posing challenges for the central government in providing guidance. ‘This is our challenge: guiding local governments across Indonesia. There are 514 regencies and cities, and 38 provinces that we need to assist,’ Prasetyo added. The Jakarta Provincial Government, through the Department of Public Works, Spatial Planning, and Land Affairs (DCKTRP), has a website-based Smart RDTR application from Jakarta Satu to check land use, zoning regulations, and building intensity calculations across the city. The application simplifies business permit processes for the public and entrepreneurs. Additionally, Jakarta Provincial Government has set up face-to-face service counters at the Jakarta Satu Studio in the Jatibaru Technical Department Building, Central Jakarta, to assist citizens with information on city plans (IRK), building permits, SLF, and building usage extension permits. ‘The Jakarta Satu team will accompany and listen to issues, and we will try to find solutions,’ said Nugroho Ratrian C., Junior Spatial Planning Expert at DCKTRP DKI Jakarta.
