The Head of Information for the Army Engineer Centre (Kapen Pusziad), Lieutenant Colonel Czi M Kharisma, has addressed the eviction of houses in the former Yon Zikon 15 Barracks complex in RW 10, Jagakarsa, South Jakarta. He stated that the eviction process was conducted in accordance with proper procedures, beginning with socialisation efforts. “The activity was carried out in stages after a process of socialisation and warning letters dating back to 2024,” said Lieutenant Colonel Czi M Kharisma in his statement on Tuesday (9/6/2026).

According to documents received, prior to the enforcement action, socialisation with residents was conducted on 9 July 2024 and 29 August 2024. The stages continued with Warning Letter 1 on 16 October 2024, Warning Letter 2 on 29 November 2024, and Warning Letter 3 on 15 January 2025. “The land and buildings subject to the enforcement are classified as certified state assets. The asset is recorded under Right of Use Certificate Number 00184 in the name of the Government of the Republic of Indonesia, c.q. the Ministry of Defence of the Republic of Indonesia, and its usage status has been designated as state property,” he stated.

He explained that on the first day, a total of 660 joint personnel were deployed, including the Indonesian National Armed Forces (TNI), the Indonesian National Police (Polri), the Civil Service Police Unit (Satpol PP), the Transportation Agency, the State Electricity Company (PLN), and the Fire Department. The cross-agency involvement was intended to support security, traffic management, electrical safety, and emergency preparedness on the ground. “Overall, there are 152 houses in the complex. Of that number, 45 houses were voluntarily vacated by residents. Meanwhile, the remaining 107 houses are scheduled for phased enforcement over five days. On the first day, the enforcement target was focused on 24 houses,” he said.

“This enforcement is part of the normalisation of official residence assets so they can revert to their intended use. Nevertheless, implementation on the ground still requires a careful approach, given that the activity directly impacts residents and socio-community aspects,” he concluded. The Army stated that the entire process was conducted in stages, based on legitimate asset administration, and involved joint personnel to ensure the activity proceeded in an orderly, safe, and controlled manner. Previously, houses in the former Yon Zikon 15 Barracks complex were set to be cleared by joint officers. Residents cried hysterically, refusing to have their belongings removed.
