Indonesian Army Secures State Assets in Lenteng Agung to Support Unit Readiness
The Indonesian Army has emphasised that activities in the Lenteng Agung area, South Jakarta, constitute the management and enforcement of official residences standing on state assets belonging to the TNI Angkatan Darat. The operation was conducted through planned, persuasive stages in accordance with applicable legal provisions, following prior dissemination of information, communication, and the issuance of warning letters to residents.
The objects subject to enforcement are part of the assets of the Army Engineers Centre (Pusziad) Explosive Ordnance Disposal (EOD) Detachment, covering an area of 44,841 square metres. The land possesses a Right of Use Certificate Number 00184 of 2016 in the name of the Government of the Republic of Indonesia cq. TNI Angkatan Darat. The former Zikon 15 area, which is the focus of the restructuring, has an area of approximately 15,250 square metres and was originally designated as official residences for TNI AD soldiers.
The restructuring of the area is being carried out to support the organisational development of the unit from an EOD Engineer Company into an EOD Engineer Detachment. This organisational development has resulted in an increase in personnel and a heightened need for official housing and supporting facilities for active-duty soldiers to support task execution.
In accordance with applicable regulations, these houses are classified as State Houses Category II designated for active TNI members. Consequently, official residences must be returned to the unit if the occupants have entered retirement, been transferred to another unit, or no longer have the right to occupy them.
Based on the latest data collection, the former Zikon 15 area was inhabited by 152 heads of families. Of that number, 45 heads of families have voluntarily vacated their official residences after receiving an explanation regarding the asset status and the organisational needs of the unit. During this process, the TNI AD also provided assistance with transporting goods and other support to facilitate the smooth vacation of the official residences.
Prior to the enforcement, Pusziad had taken various persuasive and administrative steps in stages. Dissemination was carried out from July to August 2024, involving elements of the neighbourhood association, community unit, Lenteng Agung Urban Village, Jagakarsa District, the National Land Agency, and the residents of the official houses. Subsequently, a First Warning Letter was issued on 16 October 2024, a Second Warning Letter on 17 December 2024, and a Third Warning Letter on 31 July 2025 as part of a transparent and accountable administrative enforcement process.
When the restructuring commenced, there were still 107 heads of families occupying the area. Enforcement is being carried out in a gradual and measured manner. In the initial stage, 58 heads of families were successfully processed, while the remainder are still in the follow-up phase, conducted according to prevailing procedures and regulations.
All activities are carried out with coordination and assistance from relevant authorities to ensure the process proceeds safely, orderly, and conducively. Enforcement is also prioritised for buildings that are vacant and no longer used according to their designation.
The Head of the Army Information Service, Brigadier General Donny Pramono, affirmed that this activity is part of efforts to manage and secure state assets to support the interests of the organisation and the welfare of active-duty soldiers.
‘The TNI AD is neither taking public rights nor engaging in a land ownership dispute. What we are doing is reorganising and restoring the function of state assets so they are used according to their designation to support the needs of active soldiers and the task of national defence. All stages have been carried out openly, persuasively, and in accordance with applicable legal provisions,’ Brigadier General Donny Pramono asserted.

This step also represents the institution’s responsibility in safeguarding and optimising the utilisation of State Property to support soldier readiness and the execution of national defence tasks.
