Indonesia to Establish Mineral Exchange, Bahlil Speaks Out
The Minister of Energy and Mineral Resources, Bahlil Lahadalia, has addressed the government’s plan to establish a mineral exchange. He noted that discussions and studies are still underway before moving into the implementation phase.
Bahlil mentioned that various possible schemes are being assessed to determine the most suitable model for the exchange. He clarified that the policy direction for this mineral trading platform will not be decided in the near future, as further coordination is required. “We have not yet conducted detailed discussions regarding the mineral exchange; we are still searching for the right formulation,” he stated when met at the DPR RI Building in Jakarta.
The government is currently focusing its attention on strengthening one-door export governance through State-Owned Enterprises (SOEs) under the coordination of PT Danantara Sumberdaya Indonesia (DSI). The preparation of regulations for the mineral exchange is viewed as requiring a thorough evaluation to avoid overlap with existing policies.
The Government and the House of Representatives (DPR) are currently preparing the formation of an exchange for national strategic commodities and minerals. This was conveyed by the Chairman of Commission XI of the DPR, Mukhamad Misbakhun. The establishment of the mineral exchange is a mandate within the revision of the Law on the Development and Strengthening of the Financial Sector (P2SK), with a target to begin operations on 1 January 2027.
“We are talking about the commercial aspect—how Indonesia’s minerals and strategic commodities are traded within Indonesia, so that people know our mineral status and price levels, which can then facilitate contract binding,” Misbakhun explained. He also confirmed that the mineral exchange will have its own specific regulations, separate from the commodity trading mechanisms currently under the Commodity Futures Trading Regulatory Agency (Bappebti).
Misbakhun emphasised that Indonesia aims to develop the best possible concept for a commodity exchange, using international models as references to ensure credibility and trust. He further clarified that the mineral exchange will be a separate entity from PT Danantara Sumberdaya Indonesia (DSI), with distinct functions.
Finance Minister Purbaya Yudhi Sadewa also indicated that the government intends to form the Mineral Exchange as soon as possible this year. The exchange is expected to be supervised directly by the OJK Board of Commissioners through a dedicated Chief Executive for the Supervision of Mineral and Strategic Commodity Exchanges.
