Home Affairs Minister Muhammad Tito Karnavian said the Ministry of Home Affairs will carry out the LSDP in collaboration with the Ministry of Environment, with support from the World Bank. The program will target regions generating around 100 to 120 tons of waste per day.

“We are looking for regions whose waste generation reaches between 100 and 120 tons per day; we will then provide financial assistance using World Bank funds,” Karnavian said at the National Waste Management Coordination Meeting in Jakarta on Wednesday.

He explained that regions already included in waste-to-energy (WtE) plant development zones will not be eligible for LSDP assistance.

Regions with waste generation levels below 100 to 120 tons per day will instead be encouraged to address waste management at the source, he added.

The minister urged regional heads to visit other districts or cities that have successfully implemented waste management systems to learn how to resolve waste problems at the source.

The LSDP is a World Bank-supported program aimed at strengthening financial and institutional capacity to improve local waste management services.

Its success indicators include the implementation of national regulations on waste management standards, increased regional budget allocations for waste management, higher volumes of waste collected and processed, and a reduction in waste disposed of at landfills.

The initiative complements other government programs to address waste, including the development of WtE plants planned for 33 regions generating more than 1,000 tons of waste per day.
