Indonesia Seeks to Balance AI Growth with Creator Rights in Copyright Bill
..government wants to ensure that AI continues to develop while the economic rights of creators and copyright holders receive adequate protection..Jakarta (ANTARA) - The Ministry of Communication and Digital Affairs, in drafting the Copyright Bill, is seeking to strike a balance between the interests of the technology industry and creators in the era of artificial intelligence (AI).
“The ecosystem affected by the Copyright Law is very broad. It involves not only the media but also digital creators, filmmakers, musicians, and digital platforms. Therefore, we are seeking a middle ground that can accommodate the interests of all parties,” Deputy Minister of Communication and Digital Affairs Nezar Patria said in a statement received here on Thursday.
He made the remarks during a recent meeting with James Cheatley, Vice President for Video on Demand (VOD), Digital Affairs, and Intellectual Property at the Motion Picture Association (MPA) Asia Pacific, at the ministry’s office in Jakarta.
During the discussion, Patria explained that the Indonesian government recognizes that AI has changed the way digital content is produced, distributed, and used as training data for AI models.
The use of creative works as training data for AI is among the issues being discussed in the deliberation of the Copyright Bill and has become the subject of extensive debate.
He said the government understands the concerns of publishers and creative industry players over changes in information consumption patterns resulting from the advancement of generative AI technology.
“Input from publishers, creators, and technology companies is an important part of the policymaking process. The government wants to ensure that AI continues to develop while the economic rights of creators and copyright holders receive adequate protection,” he remarked.
Therefore, the Copyright Bill must provide legal certainty while safeguarding the sustainability of the national creative industry.
The Copyright Bill is currently being discussed under the coordination of the Ministry of Law. However, the Ministry of Communication and Digital Affairs continues to provide input, as the substance of the regulation will have a direct impact on the digital ecosystem.
“We will bring together all stakeholders to discuss the best solutions. The goal is to formulate provisions that can accommodate the major interests of the entire digital ecosystem,” Patria stated.
