Indonesia Secures 150 Million Barrels of Russian Oil, ESDM Prepares These Two Scenarios

Jakarta, CNBC Indonesia - The Ministry of Energy and Mineral Resources (ESDM) has revealed that the agreement for importing oil and gas (migas) from Russia to Indonesia reaches 150 million barrels by the end of 2026. To support this, the government is formulating the imports under two schemes.

Deputy Minister of ESDM Yuliot Tanjung stated that there are two schemes for importing migas from Russia: either through State-Owned Enterprises (BUMNs) or through Public Service Agencies (BLUs). Currently, the government is refining the regulations for this.

“Well, the commitment to import oil from Russia was just negotiated and agreed upon yesterday; the total we will import from Russia is around 150 million barrels of crude oil to meet our needs until the end of the year,” he said when met at the Ministry of ESDM office in Jakarta on Friday (24/4/2026).

“(The import scheme) whether directly through State-Owned Enterprises or this involves BLUs? We are preparing the regulatory umbrella for these two options,” he emphasised.

If the import scheme used is through BUMNs, there will be consequences in the form of adjustments to existing contracts with previous parties. Whereas if through BLUs, there must be facilitations, one of which is financing.

“BUMNs already have contracts with other parties, so for domestic fulfilment, how is the procurement process, and how is the financing—that’s the consequence of the procurement process,” he added.

In addition to crude oil from Russia, Indonesia is still negotiating the import of Liquefied Petroleum Gas (LPG) from the Bear Country. He mentioned that there is no definite figure yet on the volume of LPG to be imported from Russia.
