Indonesia Revamps OSS Platform as Multi-Ministry Integration Delays Spending

Jakarta. Indonesia’s investment licensing platform, Online Single Submission (OSS), recorded lower budget absorption last year as the government embarked on a major system overhaul to integrate it with more ministries and agencies, Investment Minister Rosan Roeslani said on Wednesday.

“Since Government Regulation No. 28 came into effect in October 2025, we have been required to integrate OSS electronically with other ministries. As a result, the system had to undergo a complete upgrade to ensure it could handle the additional workload,” Rosan told a hearing with the House of Representatives in Jakarta.

The OSS platform is currently connected to 18 ministries and agencies, with the expanded integration requiring significant upgrades to maintain reliable licensing services.

Rosan acknowledged that funding for the OSS upgrade was only made available in October 2025, leaving insufficient time for the vendor to complete the project as scheduled. As a result, the procurement process had to be retendered, leaving part of last year’s OSS budget unspent.

“There was indeed some unspent budget for OSS. The available time was simply not sufficient, so the procurement process had to be repeated,” he said.

Despite the setback, Rosan stressed that the government has continued the upgrade through alternative financing arrangements to ensure the project remains on track.

He said the overhaul is intended to improve the quality of OSS services by making investment licensing faster, more efficient, and more integrated across government institutions.

Looking ahead, the government also plans to incorporate blockchain and artificial intelligence (AI) into the OSS platform.

“We are also integrating the system with blockchain and AI. This is a multi-year program because it involves cross-ministry integration, and we will continue to closely oversee its implementation so that OSS becomes significantly better,” Rosan said.

The government expects the upgraded OSS platform to provide a more reliable digital licensing system and help accelerate investment through better-integrated public services.
