In a statement issued in Jakarta on Friday, he called on BPJS Ketenagakerjaan to play a central role in advancing this transition.

“The long-adopted reactive approach focused on compensation will not produce lasting impact,” Yassierli said, adding that promotive and preventive programs would significantly reduce costs.

He cited 2025 data showing 319,224 work accident claims nationwide, including 9,834 fatal cases and 4,133 cases resulting in functional impairment or total disability.

The minister also noted at least 158 reported cases of occupational diseases, adding that the actual number may be higher due to underreporting.

He further referred to data from the World Health Organization (WHO) and the International Labour Organization (ILO), which show that most workplace fatalities are linked to occupational diseases caused by work environments.

“Adopting a proactive approach through promotive and preventive programs is essential to strengthening prevention and improving the implementation of the OHS Management System, which is currently applied by only around 18,000 out of 450,000 companies,” he said.

To address these challenges, the Ministry of Manpower will collaborate with BPJS Ketenagakerjaan on three main priorities, including strengthening the national OHS system through improved services and claims governance.

“Second, improving the effectiveness of promotive and preventive programs through region-based training. Third, ensuring companies properly and measurably implement the OHS Management System,” he added.

Meanwhile, BPJS Ketenagakerjaan President Director Anggoro Eko Cahyo said the agency is ready to proceed with technical discussions. Initial steps will include integrating data systems, improving claims procedures, mapping priority regions, and designing more effective prevention programs.
