Indonesia Presents Intellectual Property System Updates at WIPO
Director General of Intellectual Property (KI) Hermansyah Siregar, representing the Indonesian Government, presented the direction of the national intellectual property system’s reform at the 68th General Assembly of the Member States of the World Intellectual Property Organization (WIPO) in Geneva, Switzerland, held from 7 to 15 July 2026. The forum also served as a platform to raise the issue of strengthening digital royalty governance.
Hermansyah explained that the reform of the national intellectual property system places digital transformation at the core of IP management. The move is supported by the new Patent Law, as well as revisions to the Industrial Design Law and the Copyright Law. The reform aims to deliver intellectual property services that are faster, more inclusive, transparent and easily accessible.
Digital transformation, according to Hermansyah, is an important part of strengthening intellectual property services so they can meet the needs of innovators, creators, businesses and the wider public amid technological developments. “Indonesia places digital transformation as the foundation of intellectual property management. Our goal is to deliver IP services that are faster, more inclusive, more transparent and more easily accessible through regulatory reform, the use of digital technology, and WIPO’s global IP infrastructure,” Hermansyah said in a statement at WIPO Headquarters on Wednesday, 8 July 2026.
In addition, Indonesia also conveyed a proposal regarding royalty governance in the digital environment. According to Hermansyah, the proposal aims to improve transparency, accountability, interoperability and cooperation in the management of digital copyright royalties.
“Indonesia is proposing royalty governance in the digital environment not to create new rights, but to improve transparency, accountability, interoperability and cooperation in the management of digital copyright royalties,” Hermansyah said.
Discussion of the proposal will continue in the Standing Committee on Copyright and Related Rights (SCCR). Indonesia also plans to organise a Global Forum on Royalty Governance involving WIPO member states and stakeholders to strengthen collaboration on digital royalty governance.
In its national statement, Indonesia also emphasised the importance of the Development Agenda being integrated into discussions across all WIPO bodies and committees. Indonesia also expressed appreciation for WIPO’s support in developing IP commercialisation, empowering micro, small and medium enterprises (MSMEs), strengthening geographical indications, and building institutional capacity to support the national innovation ecosystem.
