The government is currently preparing to launch a new carbon trading platform, the Carbon Unit Registration System (SRUK), scheduled to be inaugurated on 9 July 2026. This launch marks the beginning of a new chapter for Indonesia’s carbon trading, integrated with international standards.

Director General of New, Renewable Energy and Energy Conservation at the Ministry of Energy and Mineral Resources, Eniya Listiani Dewi, stated that the presence of SRUK is part of the acceleration of the implementation of Presidential Regulation No. 110 of 2025 concerning the Economic Value of Carbon. “The SRUK is a platform for selling carbon from our country to domestic or international markets. So, SRUK is a business entity that sells on that trading platform,” she explained at the Ministry of Energy and Mineral Resources, Tuesday (7/7/2026).

She emphasised that this is the first time Indonesia has had a carbon platform, where sales can be made nationally or internationally. The ministry is also drafting derivative regulations, including a Ministerial Regulation governing the business process for implementing the economic value of carbon in the energy sector.

President Prabowo Subianto previously signed Presidential Regulation No. 110 of 2025 concerning the Implementation of Carbon Economic Value Instruments and National Greenhouse Gas Emission Control. The regulation expands the scope of carbon trading, including cross-border transactions, as part of Indonesia’s commitment to controlling emissions and achieving Net Zero Emission targets.

Overseas carbon trading is detailed in Article 68, which divides it into two categories: those requiring authorisation and corresponding adjustments. Authorisation is granted by the Minister with recommendations from relevant ministers, while the Emission Offset Carbon Units traded abroad are issued based on national standards, the United Nations Framework Convention on Climate Change, or other international standards.

Article 69 states that carbon trading is conducted with a multi-sector and cross-sector approach, and that domestic carbon trading can be connected to international carbon markets. Article 70 outlines performance-based payments for climate change mitigation and adaptation actions, clarifying that such payments do not result in the transfer of carbon ownership, and that the emission reductions achieved contribute to the Nationally Determined Contribution targets. The regulation was enacted by President Prabowo Subianto in Jakarta on 10 October 2025.
