Indonesia Outlines Direction of IP System Reform and Digital Royalty Governance at WIPO

Indonesia has outlined the direction of its national intellectual property (IP) system reform while highlighting the strengthening of digital royalty governance through an Indonesian Proposal at the 68th General Assembly of the Member States of the World Intellectual Property Organization (WIPO) in Geneva, Switzerland, from 7 to 15 July 2026. The agenda was delivered by Director General of Intellectual Property Hermansyah Siregar, through a National Statement representing the Government of Indonesia. Hermansyah explained that the reform of the national IP system places digital transformation at the core of IP management. This step is supported by the new Patent Law, as well as revisions to the Industrial Design Law and the Copyright Law. The reform aims to deliver IP services that are faster, more inclusive, transparent, and easily accessible. On that occasion, Hermansyah said digital transformation is an important part of strengthening IP services so that they can meet the needs of innovators, creators, business actors, and the public amidst technological developments. “Indonesia places digital transformation as the foundation of IP management. Our goal is to deliver IP services that are faster, more inclusive, more transparent, and more easily accessible through regulatory reform, the utilisation of digital technology, and the strengthening of WIPO’s global IP infrastructure,” said Hermansyah in his statement at WIPO Headquarters on Wednesday, 8 July 2026. In addition to presenting the national IP system reform, Indonesia also conveyed a proposal regarding royalty governance in the digital environment. According to Hermansyah, the proposal aims to improve transparency, accountability, interoperability, and cooperation in the management of digital copyright royalties. “Indonesia submitted a proposal on royalty governance in the digital environment not to create new rights, but to improve transparency, accountability, interoperability, and cooperation in the management of digital copyright royalties,” said Hermansyah. Discussion of the proposal will be continued in the Standing Committee on Copyright and Related Rights (SCCR). Indonesia also plans to organise a Global Forum on Royalty Governance involving WIPO member states and stakeholders to strengthen collaboration in digital royalty governance. In the National Statement, Indonesia also emphasised the importance of the Development Agenda being an integrated part of the discussions of all WIPO bodies and committees. Indonesia also expressed appreciation for WIPO’s support in developing IP commercialisation, empowering micro, small, and medium enterprises (MSMEs), strengthening Geographical Indications, and enhancing institutional capacity to support the national innovation ecosystem.
