Indonesia One Data Bill regulates inter-agency data usage without requiring MoUs
Jakarta (ANTARA) - The Draft Law on Indonesia One Data (RUU SDI) stipulates that the dissemination, use, and exploitation of data within the framework of Indonesia One Data (SDI) will not require a Memorandum of Understanding (MoU).
The Deputy Chairman of the House of Representatives’ Legislative Body, Martin Manurument, explained that this provision is one of the new substantive elements in Chapter III regarding the Governance of Indonesia One Data, which has been refined by the Drafting and Synchronisation Team (Timus Timsin) of the RUU SDI.
“Article 18, regarding the dissemination, use, and exploitation of data that does not require a memorandum of understanding, cooperation agreement, and/or statement documents, provided it is conducted within the SDI framework,” he stated during a meeting in Jakarta on Monday.
The Chairman of the RUU SDI Drafting and Synchronisation Team also explained that, in addition to the provisions on data utilisation, Chapter III also contains regulations regarding the SDI master plan, SDI architecture, SDI management, and the SDI cycle.
Furthermore, Article 19 regulates the determination of national priority data by ministers, following the removal of the phrase regarding state secrecy and national security principles.
The refinements include technical improvements in accordance with Indonesian linguistic rules and legislative drafting techniques, adjustments to the order and numbering of articles, and the alignment of terminology.
During this process, he noted, the Drafting and Synchronisation Team limited itself from adding new norms during the refinement process. Based on the results of the refinement, the RUU SDI consists of 20 chapters and 142 articles, along with their explanations.
