Indonesia Continues Push for Digital Royalty Governance in Geneva

Indonesia has again continued its push to strengthen cross-border governance of digital copyright royalties within the global copyright forum in Geneva, Switzerland. The effort was conveyed at the 48th Session of the Standing Committee on Copyright and Related Rights (SCCR), as a continuation of Indonesia’s proposal previously submitted at the SCCR 47 meeting.

The government says that the accelerating transformation of technology has altered the global creative economy landscape. Therefore, the international copyright system must continue to evolve to remain relevant in the face of the increasingly complex dynamics of the digital market.

In the opening session of SCCR 48, Indonesia stressed the importance of an international copyright system capable of evolving in a balanced manner to support the interests of creators, users, innovation, and development amid rapid changes in digital technology.

Director General of Intellectual Property at the Ministry of Law and Human Rights, Hermansyah Siregar, said that Indonesia continues to push discussions on digital royalty governance in a more inclusive and cooperative fashion at international level. “Indonesia reiterates its commitment that the international copyright system should continue to evolve in a balanced way to support creators, users, and innovation in an inclusive manner,” he said on Tuesday, 19 May.

Indonesia emphasised that the proposals do not seek to alter the substance of the international copyright regime that currently applies. Rather, the proposals aim to open space for constructive dialogue to strengthen transparency, interoperability, accountability, and fair remuneration in the management of cross-border digital royalties.

The proposal continues to respect national policy space, the diversity of legal systems, and the interests of all stakeholders in the creative ecosystem.

“Indonesia underlines the importance of inclusive and progressive dialogue so that the committee remains relevant to rapid technological changes without disregarding the interests of stakeholders worldwide,” he added.

In the forum, Indonesia also supported various other SCCR agendas, including discussions on limitations and exemptions proposed by the African Group for libraries, archives, education, research, and persons with disabilities.

Indonesia regards a balanced copyright framework as essential to support access to knowledge and inclusive development. In addition, Indonesia supports the proposal for a study into audiovisual performer rights and their remuneration mechanisms as part of efforts to strengthen understanding of remuneration systems in the digital era.

Separately, Indonesia welcomes the work plan on copyright in the digital environment proposed by the Group of Latin American and Caribbean Countries (GRULAC).

The government says these discussions reflect shared challenges facing the international community in ensuring transparency, accountability, fairness, and a sustainable distribution of economic value in an increasingly interconnected global digital market.

Through this ongoing effort, Indonesia hopes the SCCR can continue to maintain momentum in practical, inclusive discussions on digital copyright issues, responsive to developments in global technology.

The government also calls on the public and creative industry players to support this campaign by increasing understanding of the importance of intellectual property protection through registration of works, legal use of works, and respect for the economic and moral rights of creators so that the digital creative ecosystem can grow healthily and sustainably.
