These organizations are the World Intellectual Property Organization (WIPO), the International Confederation of Societies of Authors and Composers (CISAC), and the International Federation of the Phonographic Industry (IFPI).

“The Indonesian government will not be directly involved in royalty management, but will act as a regulator overseeing its governance,” Indonesian Minister of Law, Supratman Andi Agtas, said while opening the ASEAN Collective Management Organizations (CMO) Forum 2026 in Bali on Friday.

According to him, Indonesia is currently in the process of revising the Copyright Law and is seeking input from organizations that oversee global CMOs, such as CISAC and IFPI.

He also expressed hope that the forum would facilitate the exchange of information and foster sustainable cooperation among ASEAN member states regarding royalty governance.

Meanwhile, the Director General of Intellectual Property at the Indonesian Ministry of Law, Hermansyah Siregar, noted that the exploitation of musical works now occurs across multiple jurisdictions.

However, he said, this condition has not been followed by an accurate royalty distribution system.

The ASEAN CMO Forum was attended by representatives from ASEAN nations, including Malaysia, the Philippines, and Thailand, as well as CISAC Regional Director for Asia-Pacific, Benjamin Ng.

Also in attendance were several Indonesian CMOs, such as Karya Cipta Indonesia (KCI), Wahana Musik Indonesia (WAMI), and Sentra Lisensi Musik Indonesia (SELMI).

The forum was initiated by the Directorate General of Intellectual Property of the Ministry of Law and the National Collective Management Organization (LMKN) under the theme “Collaborative Strategic Dialogue on Digital Royalty.”

As the first forum to gather CMOs from across the ASEAN region, it serves as a testament to Indonesia’s commitment to transforming the governance of digital music and song royalties into a more transparent and equitable one.
