Jakarta (ANTARA) - The Government of the Republic of Indonesia (RI) has requested international organisations to build global standardisation in governance for the collection and distribution of music and song royalties that is transparent and accountable.

In opening The ASEAN Collecting Management Organizations (CMO) Forum 2026 in Bali on Friday, Indonesia’s Minister of Law Supratman Andi Agtas mentioned that these organisations include the World Intellectual Property Organization (WIPO), the International Confederation of Societies of Authors and Composers (CISAC), and the International Federation of the Phonographic Industry (IFPI).

“The Indonesian Government will not be directly involved in royalty management, but as a regulator overseeing its governance,” said Supratman, as confirmed in Jakarta.

He explained that Indonesia, currently undergoing revisions to the Copyright Law, hopes for input from global CMO umbrella organisations such as CISAC and IFPI.

He also hopes that the forum can facilitate the sharing of information and sustainable cooperation among ASEAN countries regarding royalty governance.

However, he noted that this situation is not yet matched by an accurate royalty distribution system.

“The exploitation of musical works occurs simultaneously across various jurisdictions in real time, but this is not always followed by accurate royalty distribution,” he stated.

The ASEAN CMO Forum was attended by representatives from ASEAN countries such as Malaysia, the Philippines, and Thailand, CISAC’s Asia-Pacific Regional Director Benjamin Ng, and several Indonesian Collective Management Institutions (LMK) such as Karya Cipta Indonesia (KCI), Wahana Musik Indonesia (WAMI), and Sentra Lisensi Musik Indonesia (Selmi).

The forum was initiated by the Directorate General of Intellectual Property of the Ministry of Law and Human Rights (Kemenkum) RI and LMKN, with the theme Collaborative Strategic Dialogue on Digital Royalty.

The forum is the first activity to gather LMK or CMO across ASEAN. The event demonstrates Indonesia’s commitment to improving the governance of digital music and song royalties to make it more transparent and fair.
