Indonesia Blocks Access to eBay, KLM and Bath & Body Works Over Registration Non-Compliance
Three international digital services — eBay Inc., KLM Royal Dutch Airlines, and PT Dunia Luxindo (Bath & Body Works) — have been officially blocked in Indonesia by the Ministry of Communication and Digital (Kemenkomdigi). The access blocks were imposed because the three companies had failed to fulfil their obligation to register their electronic systems as Private Scope Electronic System Operators (PSE).
Alexander Sabar, Director General of Digital Space Supervision at Kemenkomdigi, affirmed that the measure constitutes an administrative sanction imposed by the Minister of Communication and Digital, in accordance with Article 7 of Minister of Communication and Information Regulation Number 5 of 2020 concerning Private Scope PSE.
"This access blocking is a form of administrative sanction imposed by the Minister of Communication and Digital on Private Scope PSE operators that have not made efforts to register," Alexander stated in an official statement in Jakarta on Sunday (29/6/2025).
Kemenkomdigi had previously sent notification letters, warning letters, and issued press releases to the three PSE operators. However, up to the given deadline, no effort was made by eBay, KLM or Bath & Body Works to comply with the registration regulations.
According to Alexander, the access blocking forms part of the Government's commitment to enforcing the law and creating a more orderly and responsible national digital space. "This is also an effort to protect the public as digital service users from potential risks arising from services that are not officially registered," he said.
Beyond consumer protection, the blocking aims to create equal obligations among digital service operators, both local and global, operating in Indonesia. Kemenkomdigi reiterated its call for all Private Scope PSE operators to promptly register their electronic systems through OSS before operating in Indonesia.
