Indonesia and tech platforms launch joint child safety monitoring system

Indonesia and major digital platforms are setting up a joint monitoring system to shield children from harmful online content under new electronic governance rules, a senior official said on Tuesday. Deputy Communications and Digital Affairs Minister Nezar Patria said talks with platform operators had formalized a supervision framework under Government Regulation No. 17/2025 on Electronic System Governance for Child Protection, known as PP Tunas. The regulation requires electronic system providers (PSEs) to strengthen safeguards for minors and coordinate more closely with authorities. Nezar said a shared dashboard would enable platforms to report, track and respond to unsafe content in real time, improving oversight and accountability. “We have discussed and agreed with the platforms on how to monitor everything effectively,” he said during a podcast at the Antara Heritage Center in Jakarta. He stressed that protecting children in the digital space cannot rest solely on parents, schools or communities, as minors can access smartphones and other devices at any time, often without supervision. Related news: Gov’t urges outreach to parents on child online protection rule To address the risks, the government is urging companies to deploy technological tools such as screen time limits, parental controls and digital wellness features to help manage usage and reduce exposure to harmful material. Nezar pointed to the use of “age inferential” technology, which analyzes behavioral patterns to identify users who are likely underage, even if they enter false birth dates when registering accounts. Under such systems, platforms can automatically restrict or block access to adult content when activity suggests an account is being used by a child. He said several global platforms are testing the approach, describing it as more accurate and harder to circumvent than standard age verification methods based solely on self-reported data. The government expects the joint monitoring framework and new technological measures to strengthen enforcement of child protection rules while maintaining cooperation with the private sector, Nezar added.
