Indonesia and the Republic of Korea are determined to strengthen bilateral relations through the signing of a Memorandum of Understanding (MoU) on Cooperation in the Field of Offshore Plant Service Industry, or Memorandum of Understanding on Cooperation in the Field of Offshore Installation Services Industry.

The MoU was signed by Coordinating Minister for Economic Affairs Airlangga Hartarto and the Republic of Korea’s Minister of Oceans and Fisheries Hwang Jongwoo in Seoul on Wednesday (1 April 2026), as part of the Indonesian Government’s official visit to the Republic of Korea from 31 March to 1 April 2026.

The agreement was exchanged by the two ministers in the presence of President Prabowo Subianto and President of the Republic of Korea Lee Jae-myung during a bilateral meeting held at the Presidential Palace of the Republic of Korea (Blue House) in Seoul on 1 April 2026.

The scope of cooperation in the MoU includes the development of technology related to the offshore installation services industry, decommissioning of post-operational offshore platforms for oil and gas, and reutilisation of post-operational offshore platforms for oil and gas.

In addition, the two countries have agreed to enhance cooperation and communication between the public and private sectors, as well as to strengthen capacity and human resource development in the fields of oil and gas and related areas.

“This MoU is targeted to strengthen the synergy between Indonesia and the Republic of Korea in developing the offshore installation services industry, including technology transfer, enhancement of human resource capacity, as well as decommissioning and reutilisation of post-operational offshore oil and gas platforms,” said Coordinating Minister Airlangga.

Furthermore, Airlangga emphasised that this cooperation also opens up significant opportunities for national energy industry players such as the Pertamina Group and/or private companies to participate in the implementation of the said MoU.

“The reutilisation of post-operational offshore oil and gas platforms is planned to serve as locations for LNG Receiving Terminals as well as Carbon Capture and Storage sites, and this is open to national energy industry players,” explained Coordinating Minister Airlangga.

The MoU is valid for five years from the date of signing and can be extended based on the agreement of both parties. The agreement does not create legally binding international obligations but serves as an important foundation in strengthening the strategic partnership between Indonesia and Korea in the energy sector, particularly in oil and gas.

“This cooperation reflects the commitment of both countries in promoting sustainable economic development, while also strengthening Indonesia’s position as a strategic player in the global energy industry,” Airlangga concluded.
