Indonesia and China to Draft Priority Project List to Accelerate TCTP Implementation
Coordinating Minister for Economic Affairs Airlangga Hartarto and Vice Governor of the Fujian Provincial Government of China, Zhao Zenglian, have agreed to compile a list of potential priority projects and sectors as a basis for developing the Two Countries Twin Parks (TCTP) cooperation. The implementation of the TCTP programme aims to strengthen economic cooperation through increased trade, investment, and industrial development.
“In accordance with the directive of President Prabowo Subianto, the development of the Batang Industropolis Special Economic Zone, which was inaugurated on 20 March 2025 as Indonesia’s Shenzhen, is expected to be realised soon. One way is through accelerating the implementation of various concrete projects within the TCTP programme framework,” Airlangga said in a statement in Jakarta on Wednesday.
During his meeting with Vice Governor Zhao, Coordinating Minister Airlangga expressed appreciation for the concrete support and cooperation that has been established between the Fujian Provincial Government and the Indonesian Government. Within the TCTP programme framework, Indonesia and China have built various collaborations between economic and industrial zones, local governments, and business actors from both countries. To date, 30 Memoranda of Understanding (MoUs) have been signed with an estimated investment value of approximately Rp37.1 trillion.
Vice Governor Zhao conveyed several strategic steps to accelerate the implementation of the TCTP programme, namely by strengthening coordination among stakeholders, identifying priority projects and sectors, and formulating follow-up measures so that cooperation can be implemented more effectively and in a targeted manner. “We are ready to work together with the Indonesian Government in driving the development of zones within the TCTP programme and are committed to identifying priority sectors that have the potential to be jointly developed with Fujian Province,” stated Vice Governor Zhao.
Various efforts have also been made to strengthen the supporting ecosystem for TCTP implementation, including through enhanced trade facilitation, customs coordination, support for the smooth flow of goods, and improved market access. These measures are expected to create an increasingly conducive business climate while enhancing the investment attractiveness of the TCTP zones.
Both parties also affirmed their commitment to continue strengthening coordination and accelerating the implementation of the TCTP programme through the formulation of measurable follow-up steps. The Indonesian Government will also integrate various inputs obtained during the meeting into the preparation of an implementation master plan as a reference for the programme’s future execution.
Concluding the meeting, Vice Governor Zhao, representing the Chinese Government and the Fujian Provincial Government, extended an official invitation directly to Coordinating Minister Airlangga to attend the China International Fair for Investment and Trade (CIFIT), which will be held in Xiamen on 8 September 2026. This event is one of the world’s largest international investment exhibitions focusing on promoting two-way investment and global trade.
