Indonesia and China Target Rp 37 Trillion Cooperation Projects via TCTP

Coordinating Minister for Economic Affairs Airlangga Hartarto received a visit from Zhao Zenglian, Vice Governor of China’s Fujian Provincial Government, at the Coordinating Ministry for Economic Affairs office in Jakarta. Both parties agreed to push for the drafting of a list of potential projects and priority sectors, serving as a basis for developing more concrete cooperation under the Two Countries Twin Parks (TCTP) framework, oriented towards the needs of both countries. The implementation of the TCTP programme aims to strengthen economic cooperation through increased trade, investment, and industrial development. ‘In line with President Prabowo Subianto’s directive, the development of the Batang Industropolis Special Economic Zone, which was inaugurated on 20 March 2025, as Indonesia’s Shenzhen, is expected to be realised soon. One way is through accelerating the implementation of various concrete projects within the TCTP programme framework,’ Airlangga stated. Airlangga expressed appreciation for the support and concrete cooperation established between the Fujian Provincial Government and the Government of Indonesia, while encouraging the acceleration of the TCTP programme’s implementation. Within the TCTP framework, Indonesia and China have built various collaborations between economic and industrial zones, local governments, and business actors from both countries. To date, 30 Memoranda of Understanding have been signed with an estimated investment value of around Rp 37.1 trillion. Vice Governor Zhao added several strategic steps to accelerate the programme’s implementation, including strengthening coordination among stakeholders, identifying priority projects and sectors, and formulating follow-up actions so that cooperation can be implemented more effectively and in a targeted manner. ‘We are ready to work together with the Government of Indonesia in driving the development of zones within the TCTP programme and are committed to identifying priority sectors with potential for joint development with Fujian Province,’ Zhao said. Various efforts have also been made to strengthen the supporting ecosystem for TCTP implementation, including enhancing trade facilitation, customs coordination, support for the smooth flow of goods, and increasing market access. These measures are expected to create a more conducive business climate while boosting investment attractiveness in the TCTP zones.
