Jakarta, VIVA – The Minister of Home Affairs (Mendagri), who also serves as Chair of the Disaster Rehabilitation and Reconstruction Acceleration Task Force (PRR) for Post-Disaster Sumatra, Muhammad Tito Karnavian, emphasised the addition of the Transfer to Regions (TKD) funds to disaster-affected areas in Sumatra to accelerate recovery. The total TKD addition amounts to around Rp10.6 trillion.

This explanation was delivered at the socialisation of the Circular on the Adjustment of the TKD for the Fiscal Year (TA) 2026 within the State Budget (APBD) for disaster-affected areas in the provinces of Aceh, North Sumatra (Sumut), and West Sumatra (Sumbar). The activity, attended by regional governments in the three disaster-affected provinces, took place virtually from the Headquarters of the Ministry of Home Affairs (Kemendagri), Jakarta, on Thursday (5 March 2026).

The TKD addition is the realisation of the Mendagri’s proposal to President Prabowo Subianto and the DPR. “We want to strengthen the financial capabilities of the regions affected by the disaster, the three disaster-affected provinces of Sumatra,” he said.

He stated that the President decided that the addition would not only be given to the directly affected areas. Instead, the addition will be allocated to all regencies/cities and provinces in Sumut, Sumbar, and Aceh, including those not affected.

“He (the President) decided to grant the entire allocation, whether affected or not across the province, because the disaster is considered a provincial disaster,” he said.

Currently, the policy has been followed up through the Ministry of Finance (KMK) Republic of Indonesia (RI) Number 59 of 2026. He has also issued a circular to regulate its technical use. “I am trying to simplify for the executive heads of the regions,” he explained.

Furthermore, he said the President has asked that the additional budget be used to accelerate disaster recovery. For regions not affected by disasters, this budget can be used to support mitigation or disaster prevention programmes, such as repairing bridges or dams considered vulnerable to impact.

“Also including for spatial planning, for example, education and training for disaster management. I have even created opportunities to be used for managing inflation,” he explained. (LAN)
