Inclusive Hajj 2027: Ministry to Serve Pilgrims with Disabilities from Manasik Onwards

The Ministry of Hajj and Umrah (Kemenhaj) is continuing to mature the implementation of an inclusive Hajj for pilgrims with disabilities and the elderly for the 2027 season. The strengthening effort involves drafting technical regulations, enhancing the competence of officers, and refining service standards across all stages of the pilgrimage.

Director General of Hajj and Umrah Implementation, Puji Raharjo, stated that the inclusive Hajj approach must no longer be merely facility-oriented but must become part of the entire Hajj implementation system. “Inclusive Hajj must be present from manasik, officer training, services, data collection, to evaluation. We ensure that pilgrims with disabilities obtain access, services, and mobility support according to their specific needs,” Puji said in a written statement on Tuesday (21/7/2026).

Puji explained that during the 2026 Hajj season, the ministry had already implemented the concept of a Hajj Friendly to the Elderly, Disabled, and Women. In its execution, the National Commission on Disabilities (KND) was involved in officer training and service monitoring in the Holy Land. Additionally, the ministry applied the murur and safari wukuf schemes as forms of accommodation for elderly pilgrims, those with disabilities, high-risk pilgrims, and their companions.

For the 2027 Hajj season, the ministry is preparing a number of strategic measures, including drafting technical regulations for inclusive Hajj, strengthening data collection on disabled pilgrims, establishing operational service standards based on various types of disabilities, and incorporating disability service materials into the manasik Hajj and officer training. “We accept the monitoring results from the KND as input to strengthen the 2027 Hajj implementation, making it safe, accessible, fair, and respectful of every pilgrim’s dignity,” Puji stated.
