In Chromebook Trial, LKPP Expert Recounts Rejecting Procurement of Laptop for Leadership Due to Non-Compliance with Needs
JAKARTA, KOMPAS.com - An expert in goods and services procurement and Deputy for Law and Dispute Resolution at the Government Goods/Services Procurement Policy Agency (LKPP), Setya Budi Arijanta, recounted his experience of rejecting a laptop procurement for leadership because the product specifications did not match the needs. He shared this when asked for his opinion as an expert in the continuation of the trial for the alleged corruption case in the procurement of Chromebook-based laptops for three defendants. “This is my experience at LKPP, the Head of LKPP changed. My head of general bureau proposed buying a laptop for the Head of LKPP. As the Budget User Authoriser, I immediately rejected it. Why? The Head of LKPP doesn’t need a laptop, because the Head of LKPP wouldn’t type themselves,” Setya said during the trial at the Jakarta Corruption Court, Thursday (2/4/2026). However, he admitted to having been the Budget User Authoriser when serving as the Chief Secretary of LKPP. Setya explained this experience to answer the Public Prosecutor’s question about the importance of identifying needs before procurement is carried out. According to Setya, this needs identification must be done by the budget user. Returning to Setya’s experience, he rejected the laptop procurement for the Head of LKPP. In his view, the Head of LKPP needed a tablet, not a laptop. “It didn’t match. As the Budget User Authoriser, I immediately rejected it. The Head of LKPP needs a tablet. If invited to make a presentation, they don’t need to type the presentation themselves,” Setya said. Furthermore, the laptop specifications proposed at that time were, according to Setya, too high for the Head of LKPP’s needs. “Way too high. He’s not a programmer. The RAM and hard drive weren’t used for that laptop, so I rejected it. Don’t propose something that doesn’t match the needs,” he said. At that time, there was someone trying to convince Setya to still proceed with the laptop procurement for the Head of LKPP. “(Someone said then) one for Mr Setya, for the Chief Secretary, I mean. (Setya’s response then) I don’t need it either, I don’t need a laptop that high-spec,” Setya recounted.
