Tulungagung Regent Gatut Sunu Wibowo (GSW) has been named as a suspect by the Corruption Eradication Commission (KPK) in a case of extortion targeting heads of Regional Device Organisations (OPDs). The KPK revealed that Gatut demanded up to 50% of the budgets received by OPDs.

“The demand for ‘shares’ was also made by GSW by adding or shifting budgets in several OPDs. For this budget addition, GSW demanded a ‘share’ of up to 50% of the budget value, even before the budget was disbursed or given to the OPD,” said Deputy for Enforcement and Execution of the KPK, Asep Guntur Rahayu, during a press conference at the KPK building in South Jakarta on Saturday (11/4/2026).

Asep explained that Gatut also set targets for extortion against each OPD head amounting to Rp 5 billion. The amount of money extorted by Gatut from the OPD heads varied.

“The total demand was around Rp 5 billion. These demands were made by GSW to at least 16 OPDs under the Tulungagung Regency Government, with varying amounts ranging from Rp 15 million to Rp 2.8 billion,” Asep clarified.

Asep stated that in four months, Gatut had collected money from the extortion totalling Rp 2.7 billion. This money, according to Asep, was used by Regent Gatut to meet his personal needs.

“This money is suspected to have been used for personal interests such as buying shoes, medical treatment, meals, and other personal expenses that were also requested or charged to the OPD budgets. The money was also used by GSW to provide holiday allowances (THR) to several members of the Regional Leadership Coordination Forum (Forkopimda) in the Tulungagung Regency Government,” he concluded.

Gatut is also suspected of arranging vendors for the procurement of medical equipment at the Regency Public Hospital (RSUD), by endorsing vendors to win the tenders. Additionally, he is suspected of manipulating arrangements so that his associates would win the procurement for cleaning service and security providers.

Gatut was named as a suspect along with Dwi Yoga Ambal, who serves as the regent’s aide-de-camp (ADC). Regent Gatut was immediately detained for the first 20 days from 11-30 April 2026. The detention is taking place at the KPK’s Red and White Building Branch Detention Centre.

Both suspects are charged with committing the criminal act of corruption as referred to in Article 12 letter e or Article 12B of Law No. 31 of 1999 on the Eradication of Criminal Acts of Corruption as amended by Law No. 20 of 2001 on the eradication of criminal acts of corruption, in conjunction with Article 20 letter c of Law No. 1 of 2023 on the Criminal Code.

It is known that Regent Gatut Sunu was caught in a KPK hand arrest operation (OTT) yesterday. Initially, the KPK explained that a total of 18 people were secured. However, in the end, only 13 people were brought to Jakarta for further examination.

Of the 13 people brought to Jakarta, there is Regent Gatut Sunu and his younger brother, who is a member of the Tulungagung Regency DPRD, Jatmiko Dwijo Saputro. Jatmiko was also brought to Jakarta because he was at the same location as Regent Gatut when the KPK conducted the OTT.
