Import Bribery: Prosecutor Reveals Meeting Between Director-General of Customs and John Field at a Hotel
During a continued hearing into the bribery case over imported goods at the Directorate General of Customs (DJBC) at the Jakarta Corruption Court on Wednesday, 20 May 2026, prosecutor brought Orlando Hamonangan Sianipar alias Ocoy, Head of the Intelligence Section of Customs Investigation and Enforcement Directorate (Direktorat Penindakan dan Penyidikan DJBC), as a witness. The prosecutor first questioned how the meeting was planned.
‘This start was how, Pak Ocoy? Until there was initiation to meet there. Who first told Pak Ocoy, ’We want to hold a meeting at this Hotel Borobudur’? As far as you remember, who had the initiative and then informed you?’ the prosecutor M Takdir Suhan asked.
‘Saya nggak tahu Pak siapa yang inisiatif, cuman saya dapat perintah aja hubungi John, ’Ada pertemuan di Hotel Borobudur’,’’ translated as ‘I don’t know who had the initiative, I only received an order to contact John, ’There is a meeting at the Hotel Borobudur’.’
The prosecutor then disclosed that those present were Director-General of Customs Djaka Budi Utama, Blueray Cargo owner John Field, and former Director of Investigation and Enforcement Ditjen Bea Cukai, Rizal. Ocoy confirmed the meeting.
‘And indeed at the meeting there were only six people. There was Pak Djaka, there was Pak Rizal, there was Pak John, without there being Pak Sisprian (Head of Intelligence Sub-Directorate, Directorate of Penindakan dan Penyidikan DJBC) at that moment, to the witness’s knowledge,’ the prosecutor said.
‘Yes,’ Ocoy replied.
The prosecutor revealed that the meeting took place on 22 July 2025. Ocoy said the gathering began around 8.00–9.00 pm WIB.
‘Very roughly 8 to 9 o’clock in the evening, Sir, as I recall,’ Ocoy said.
Envelope Code for Director-General of Customs
In today’s session, the prosecutor also disclosed the existence of an envelope numbered 1 intended for the Director-General of Customs (DJBC). Ocoy stated that envelope code 1 was given to the former Director of Investigation and Enforcement Ditjen Bea Cukai, Rizal.
Initially, the defendant’s legal counsel from Blueray, Dinalara Butar Butar, asked Ocoy who held envelope code 1.
‘The one earlier, Sir, the prosecutor mentioned the name Pak Djaka, who held it?’ asked the counsel.
‘Sorry, Ma’am, I didn’t see… I don’t know who owns number one,’ Ocoy replied.
Dinalara then asked Ocoy where envelope code 1 was given. Ocoy answered that he gave the envelope to Rizal, who is now recorded as a suspect in the bribery case.
‘There were numbers 1, 2, 3. So, who did you hand number 1 to?’ the counsel asked.
‘To Pak Rizal,’ Ocoy replied.
In this case, KPK prosecutors charged three Blueray Cargo leaders in the bribery case relating to the Directorate General of Customs (DJBC). The three defendants are Defendant I John Field as leader of Blueray Cargo, Defendant II Deddy Kurniawan Sukolo as Blueray Cargo Operational Manager, and Defendant III Andri as head of Blueray Cargo documents team.
The prosecutor said the three had provided 61.3 billion rupiah in the form of Singapore dollars. In addition to money, the prosecutors said, the trio provided facilities and luxury goods valued at 1.8 billion rupiah.
