Implementing XStar 100%, BPH Migas Confident Subsidised Fuel Distribution in Tasikmalaya Will Be More Targeted
The Badan Pengatur Hilir Minyak dan Gas Bumi (BPH Migas) states that Tasikmalaya Regency and City in West Java are ready to implement the issuance of recommendation letters for subsidised fuel purchases through the XStar application at 100 per cent. This was conveyed by BPH Migas Committee Member Erika Retnowati during a Technical Guidance event on Subsidised Fuel Services Using Recommendation Letters in Tasikmalaya, West Java. “Based on the data we have, West Java Province, particularly Tasikmalaya, is ready for the full implementation of issuing recommendation letters through the XStar application,” Erika said in her statement on Thursday, 30 April 2026. “This means there will no longer be manual issuance of recommendation letters,” she added. The XStar application, initiated by BPH Migas, is an online tool for issuing recommendation letters for consumers such as farmers, fishermen, micro, small, and medium enterprises (MSMEs), and public services. This initiative is a government effort through BPH Migas to ensure the availability and smooth distribution of subsidised and compensated fuels in a targeted manner, with the correct volume and purpose. Erika explained that since February 2024, cities and regencies in various regions have gradually begun using the XStar application, bolstered by changes from the microsite system of PT Pertamina Patra Niaga. Previously used for manual recommendation letters, the system has now been closed and transitioned to the XStar application. “We are grateful that the transition to using the XStar application in Tasikmalaya has gone well and smoothly. This is an important step to make services to the public faster and more accurate,” she stated. For information, the use of the XStar application implements BPH Migas Regulation No. 2 of 2023, as last amended by BPH Migas Regulation No. 4 of 2025 on the Issuance of Recommendation Letters for the Purchase of Certain Types of Fuel and Special Assignment Fuels.
