Implementation of PP Tunas: Meta and Google Summoned, TikTok and Roblox Warned
REPUBLIKA.CO.ID, JAKARTA - Minister of Communication and Digital (Menkomdigi) Meutya Hafid has summoned representatives from Meta and Google. The summons stem from their non-compliance with the provisions of Government Regulation No. 17 of 2025 on the Protection and Governance of Electronic Systems for Child Protection (PP Tunas) and its derivative regulations.
Meutya stated that both technology giants have violated the provisions of Ministerial Regulation No. 9 of 2026, which implements PP Tunas. “To both of them, the government is today issuing a summons letter as part of the implementation of administrative sanctions in accordance with applicable provisions,” Meutya said in a statement received on Monday (30/3/2026) night.
Both technology giants failed to meet the applicable provisions just two days after PP Tunas took effect on Saturday (28/3/2026). Meta is the parent company of the digital platforms Threads, Facebook, and Instagram, while Google is the parent company of the YouTube platform.
These digital platforms are categorised under Ministerial Regulation No. 9 of 2026 as high-risk platforms and are required to restrict children’s access to their services. Unfortunately, up to the time the regulation took effect, all these platforms had not yet fulfilled their obligations to restrict children’s access to the platforms.
In addition to summoning Meta and Google, Meutya said the government has issued warning letters to TikTok and Roblox, which are categorised as partially cooperative platforms.
Through these warning letters, the Government emphasises that both TikTok and Roblox must immediately fulfil their commitments to restrict access to their services for children in accordance with the regulations in Indonesia.
“If subsequently these two platforms (TikTok and Roblox) still do not demonstrate full compliance, the government will adjust by also issuing summons letters to both platforms,” Meutya said.
Meutya admitted she was not surprised to find that there are still business entities evading their obligations to follow PP Tunas, as rejections were anticipated from the start. Since PP Tunas took effect on 28 March 2026, only platforms X and Bigo Live have fully complied with the regulation.
