The Iranian government has stated that there is no agenda for new negotiations with the United States in the coming days. Tehran considers the main priority at present to be ensuring the implementation of the memorandum of understanding (MoU) agreed upon by both countries to end the conflict.

Foreign Ministry spokesman and negotiating team member Esmaeil Baqaei said the Iranian government is currently focusing its attention on implementing every provision in the MoU. In a statement to reporters, as quoted by the state news agency IRNA, Baqaei said Tehran is seriously pursuing the execution of all agreed commitments.

Baqaei explained that the United States has issued the necessary permits in accordance with Article 10 of the MoU regarding Iranian oil exports. According to him, the Iranian government is now continuously monitoring the implementation process of that provision.

He also said the implementation of Article 11 concerning the release of Iran’s previously frozen assets is still ongoing. To follow up on this process, an Iranian technical delegation is scheduled to depart for Doha at the end of this week. However, Baqaei stressed that discussions regarding a final agreement between Iran and the United States have not yet begun.

According to him, Article 13 of the MoU stipulates that negotiations towards a comprehensive agreement can only be conducted after the implementation of Articles 1, 4, 5, 10, and 11 is underway and their application is proceeding sustainably.

Baqaei also denied various reports suggesting there would be a meeting between senior Iranian and American officials in Doha coinciding with the Iranian delegation’s visit. “There will be no negotiating meeting with the American side at any level in the coming days,” Baqaei asserted.

He added that if there is a visit by American officials to Qatar, it has no connection to the technical mission being carried out by the Iranian delegation.

The Islamabad Memorandum of Understanding, consisting of 14 points, came into effect on 18 June after being signed electronically by Iranian President Masoud Pezeshkian and US President Donald Trump. The agreement was born after rising regional tensions due to American and Israeli attacks on Iran over several weeks.

In the memorandum, Article 1 regulates the cessation of military operations and a ceasefire. Article 4 discusses the situation in Lebanon, including arrangements for the withdrawal of Israeli forces, while Article 5 governs temporary navigation and security coordination in the Strait of Hormuz. Meanwhile, Article 10 regulates the mechanism for Iranian oil exports, and Article 11 governs Tehran’s access to previously frozen state assets.
