Imminent Transfer! Approximate Holiday Allowance Amounts for Civil Servants, Military and Police
The Indonesian government will disburse the religious holiday allowance (THR) in the coming weeks. A budget of approximately IDR 55 trillion has been allocated for payments to state civil apparatus (ASN) personnel.
Finance Minister Purbaya Yudhi Sadewa stated that THR disbursement will be carried out in the first week of Ramadan, with transfers commencing from 26 January 2026. “The first week of fasting. Very soon,” Purbaya affirmed when met at the House of Representatives on Wednesday (25 February 2026).
According to Government Regulation (PP) Number 11 of 2025, which governs THR disbursement for ASN personnel, the amount received will vary depending on rank, position, position classification, or job class.
For ASN whose income is sourced from the state budget (APBN), THR comprises basic salary, family allowance, food allowance, position allowance or general allowance, and performance allowance according to rank, position, position classification, or job class.
For THR sourced from regional budgets (APBD), it consists of basic salary, family allowance, food allowance, position allowance or general allowance, and additional income.
Additional income may be as much as received in one month for regional government agencies that provide additional income, taking into account the region’s fiscal capacity and in accordance with applicable regulations, according to rank, position, position classification, or job class.
Based on these provisions, THR received by ASN, particularly civil servants (PNS), could exceed Jakarta’s minimum wage. Basic salaries for PNS under Presidential Regulation Number 10 of 2024 range from IDR 1,685,700 for group Ia up to IDR 6,373,200 for group IVe.
This is supplemented by performance allowances that vary between institutions. For example, employees of the Directorate General of Taxation (DJP) receive performance allowances ranging from the lowest of IDR 5,361,800 to the highest of IDR 117,375,000 according to Presidential Regulation number 37 of 2015.
At Jakarta regional government (Pemda DKI Jakarta), civil servants also receive substantial allowances through the employee additional income scheme (TPP). TPP ranges from the lowest IDR 3.51 million to IDR 4.86 million for civil service candidate level, and the highest from IDR 63.9 million to IDR 127.71 million, as regulated in Jakarta Governor Regulation Number 69 of 2022.
However, it is important to note that last year, THR and the special thirteenth month salary for civil service candidates comprised 80 per cent of PNS basic salary, although it also took into account family allowance, food allowance, general allowance, and performance allowance. The same applies for CPNS in regional governments.
Additionally, under PP 11/2025, THR is also provided to leaders, members, and non-ASN employees serving in government institutions, including non-structural bodies and new state universities. The breakdown is as follows:
