The Ministry of Immigration and Corrections (Kemenimipas) has stressed the need to strengthen the Directorate General of Immigration’s commitment to clean and professional law enforcement. It said that the authority to conduct immigration supervision and enforcement must be exercised with integrity and professionalism, and in compliance with regulations.

“Let’s change before others change us,” Kemenimipas Inspector-General Rudi Setiawan told participants at the 2026 Immigration Supervision and Enforcement Coordination Meeting in Bandung, West Java, on Wednesday (14 October 2026).

Rudi also referred to cases involving foreign nationals overstaying their visas, disturbances to security and public order in Morowali, suspected use of fictitious documents, and misuse of residence permits. He said these immigration violations should serve as material for staff to review and evaluate their work.

He urged officials to prioritise risk-based oversight, careful document verification and stronger coordination between institutions. “Let us make integrity our foundation, authority a trust, and accountability a requirement in carrying out every duty,” he added.

Rudi said the ministry was implementing the Three Lines Model to prevent misconduct. The first line consists of work-unit leaders as risk owners; the second is the Directorate of Internal Compliance or Internal Control Unit; and the third is the Inspectorate General, which provides independent assessment and quality assurance.

Immigration supervision and enforcement officials have also been instructed to make optimal use of the ministry’s five internal oversight instruments: the Whistleblowing System (WBS), SIM-RISK, CARAKA, AREP and investigations. The instruments are expected to improve early detection, administrative discipline and objective, evidence-based handling of suspected misconduct.

“All immigration officials and officers must proactively improve the institution’s governance. Internal change is a strategic reflection before demands arise from outside. Addressing every weakness, managing risks properly and making integrity the main foundation are absolute requirements in the work of all Immigration and Corrections personnel,” Rudi said.
