Bogor Immigration Office Class IA Non-TPI has dismantled an online scam network operated by a foreign national in Sentul, Bogor, West Java. Thirteen men of Japanese nationality have been arrested.

‘The 13 foreign nationals identified are Japanese citizens, suspected of engaging in cyber activities, alleged online scam operations in the form of extortion using attributes of the Japanese police, conducted in an organised manner,’ said Acting Director General of Immigration Brig. Gen. Yuldi Yusman at a press conference at Bogor Immigration Office on Wednesday, 4 March 2026.

Yuldi explained that the 13 Japanese nationals were arrested as a result of a immigration operation on Monday, 2 March. The suspects were apprehended at three different locations in the Sentul area, Bogor.

‘This was indeed based on community information. Information from the public was followed up by our officers with in-depth investigation, surveillance, undercover work, and it turned out there were foreign Nationals who were Japanese and conducting such activities. So there was no request from Japan,’ he said.

‘As a result of the immigration surveillance and enforcement operation, the intelligence and enforcement team of Bogor Immigration Office secured 13 foreign nationals located at three different locations,’ he added.

Yuldi stated that the 13 Japanese nationals arrested are adult men aged around 40-45. They were detained for violating their stay permits in Indonesia. The suspects were initialed SL, TY, TM, AO, MM, TA, SN, KN, TS, ST, SK, NK and TO.

‘One foreigner with initials SL entered on a visa on arrival (VoA), and the other 12 used a visit visa or D12 issued for pre-investment activities,’ Yuldi said, flanked by Head of Bogor Class IA Immigration Office Ritus Ramadhana and Regional Office of the Directorate General of Immigration of West Java Jaya Saputra.

Yuldi said the operation and immigration enforcement were conducted as part of law enforcement and to ensure that only foreigners who contribute value and comply with the law reside in Indonesia.

‘This operation is part of immigration law enforcement activities to ensure the implementation of selective policy, which is the basic principle that only foreigners who provide benefits to the country and do not threaten security or public order are allowed to enter and reside in Indonesia,’ he added.
