Director General of Immigration Hendarsam Marantoko has issued special instructions to his staff to assist the Corruption Eradication Commission (KPK) in resolving a case involving alleged extortion of residence permits for foreign nationals and/or gratification between 2022 and 2026. The case implicates former Deputy Minister of Immigration for 2025-2026, Silmy Karim, along with several other officials and employees within the Directorate General of Immigration.

‘We have also urged all personnel to be cooperative with the KPK, to open up as widely as possible, and to give the KPK the broadest access to work so that all these issues can be resolved,’ Hendarsam said after inaugurating 13 high-ranking officials at the Directorate General of Immigration in Jakarta on Monday (22/6). ‘I received the information and reports, and I immediately instructed officers on the ground, at that time in Bali, to be cooperative and provide the widest possible access so that this case can be fully illuminated,’ he added.

Hendarsam further stated that his directorate will collaborate with the KPK to reform the system and close any loopholes that allow corruption. ‘Going forward, we will also communicate with the KPK to make improvements. Currently, we are already implementing quick wins, creating an action plan for future steps, and evaluating any gaps or loopholes that field officers could exploit, so we can close them and minimise such occurrences,’ he said.

Previously, the KPK searched the Class I TPI Immigration Office in Denpasar, the office of PT Visa Empat Bali, and CV Visa Agung Bali Teratai Promanende from 17 to 19 June 2026. During the searches, investigators seized a number of electronic evidence items and documents. KPK spokesperson Budi Prasetyo explained that the seized evidence would be analysed to shed light on the case, in accordance with Article 12e and Article 12B of the Corruption Eradication Law.

Meanwhile, on Friday, 19 June 2026, the KPK also examined Silmy Karim at the Merah Putih Building. ‘The examination material concerned the alleged receipt by SK [Silmy Karim] from extortion and gratification, as well as confirmation regarding the origin of assets that have been seized,’ Budi stated on Saturday (20/6).

The KPK has named eight suspects in the case, including Silmy Karim; Acting Director General of Immigration for the 2024-2025 period, Saffar Muhammad Godam; Director of Residence Permits, Jaya Saputra; Sub-directorate Heads at the Directorate of Residence Permits, Bagus Bramantyo and Tessar Bayu Setyaji; Head of the Central Jakarta Immigration Office for 2024-2025 and West Jakarta Immigration Office for 2025-2026, Ronald Arman Abdullah; Team Leader for Limited Stay Permit Status Transfer, Juniadi Sri Priambudi; and staff member at the Residence Permit Sub-directorate, Gusti Bernardiansyah. All have been detained at the KPK Detention Centre.

The suspects are charged with violating Article 12 letter e and/or Article 12B of the Corruption Eradication Law in conjunction with Article 20 letter c of Law Number 1 of 2023 concerning the Criminal Code. The case was uncovered through a KPK sting operation on 2-3 June 2026, during which 18 individuals were arrested, including Silmy Karim who surrendered himself. The KPK also seized evidence allegedly linked to or derived from criminal acts of corruption, with a total value reaching IDR 17.5 billion, including seven cars, fifteen motorcycles, eleven bicycles, bank account balances, crypto asset accounts, and various foreign currencies.
