The Ministry of Immigration and Correctional Services (Kemenimipas) has revealed the preliminary results of an investigation regarding the discovery of luxury housing at the Class IIA Cibinong Prison in Bogor on Wednesday (30/9).

These preliminary findings were presented by the Inspector General of Kemenimipas, Rudi Setiawan. He disclosed that two inmates are alleged to be occupying luxury facilities, though the matter is still under investigation.

“However, it was found that there are two inmates, and we are currently processing this,” said Rudi during a press conference at the Class IIA Cibinong Prison, Bogor, on Wednesday (30/9).

Furthermore, Rudi revealed that there are unauthorised buildings within the luxury residential area of the Cibinong Prison.

“These buildings were not funded by the State Budget (APBN). They were self-funded. Additionally, they are not registered with the State-Owned Enterprises (BUMN) and do not possess building permits,” Rudi stated during the press conference.

He emphasised that these luxury facilities are located along the banks of the Ciliwung River, where construction is strictly prohibited.

“As we can see, this is a river flow, and building structures here is forbidden and not allowed,” he said.

Additionally, Rudi addressed findings by the Ombudsman regarding an alleged photograph of Jimmy Masrin in one of the luxury residences. He stated that his department would follow up on the matter.

“As seen by the Ombudsman, there are areas occupied or inhabited, marked by the presence of a photograph. We have obtained information regarding who is there, and we are following up on who permitted this and so on,” said Rudi.

He also mentioned that the ministry is investigating the procurement of facilities such as a fitness centre and a golf simulator located within the residential area.

“We are also looking into how these were procured,” he added.

Rudi concluded that the preliminary investigation conducted by the Joint Team from Kemenimipas points towards an abuse of authority.

He cited Government Regulation (PP) Number 94 of 2021 regarding the obligations, prohibitions, and disciplinary sanctions imposed on Civil Servants (PNS) proven to have committed violations.

“I repeat, there is an incident of abuse of authority as regulated in Article 5 of the aforementioned PP, with threats under Article 8,” said Rudi.

Meanwhile, based on Article 8 of Government Regulation (PP) Number 94 of 2021, heavy disciplinary sanctions include a demotion to a lower position for 12 months, removal from office to an executive position for 12 months, and honourable discharge not at the request of the individual from the Civil Service.
