Illegal Parking Operators at Blok M Square Rake in Rp 100 Million Per Day
The Jakarta City Council’s Special Committee on Parking Management (Pansus Tata Kelola Perparkiran DPRD DKI Jakarta) has uncovered illegal parking practices in the Blok M Square area, South Jakarta. The parking operators at the site are suspected of earning profits of up to Rp 100 million per day despite lacking operational permits.
The Chairman of the DPRD DKI Jakarta Parking Special Committee, Ahmad Lukman Jupiter, stated that this illegal practice is carried out by a private operator named Best Parking. Based on their findings, the operator has been collecting money from the public at the six parking gates of Blok M Square for the past three years without official permission.
“In the Blok M area, illegal parking has been ongoing for three years, collecting money from the public but without any permission, illegally taking money that rightfully belongs to the people,” said Jupiter during the raid at Blok M Square, South Jakarta, on Monday (11/5/2026).
“We all know that at Blok M Square, the parking operator can earn more than Rp 100 million per day. And that is money from the public taken illegally,” he continued.
Jupiter explained that the management by Best Parking began with a cooperation between Pasar Jaya and PT Melawai about 15 years ago. However, practices in the field show a long and layered chain of contracts. PT Melawai handed over management to its subsidiary, PT Karya Utama Perdana (KUP), which then appointed Best Parking as the implementing operator.
Over 15 years of operation, the data reported to the Regional Revenue Agency (Bapenda) is suspected of not reflecting the actual facts. There are strong indications of tax evasion and data manipulation to reduce the regional tax obligation of 10 per cent.
“The estimated state loss might be above Rp 50 billion over 15 years. We believe there are strong indications of deviations and manipulation of reported payment data to Bapenda. This is a potential state loss,” he clarified.
As a result of these findings, the Special Committee, along with the DKI Jakarta Transportation Agency, immediately sealed the six parking entrances at Blok M Square. Since the sealing, Best Parking has been prohibited from resuming operations.
“There are six gates here. This is symbolic sealing that we have carried out. Afterwards, direct sealing will be done by the Parking Management Unit at the other gates. All will be sealed,” Jupiter stated.
The Special Committee also recommended that the Investment and One-Stop Integrated Services Agency (DPMPTSP) not grant permits to the rogue operator again, even if they are willing to pay fines.

At the same opportunity, the Head of the Parking Management Unit (UP) of the DKI Jakarta Transportation Agency, Massdes Arouffy, stated that his side immediately took over parking operations at Blok M Square following the sealing.
“So after the temporary suspension of activities by the parking operator at this location, we, the Parking Management Unit of the DKI Jakarta Provincial Transportation Agency, will take over the parking management operations. The system is currently halted. This means that since the operator is no longer authorised to carry out operations,” said Massdes.
Massdes explained that during the transition period of the system handover, the public visiting Blok M Square will not be charged parking fees, making it free.
“For the time being during the transition, this gate system will not collect payments. The gates are lifted, so there is no tapping on the device. We will endeavour to upgrade the system tonight so that it functions with a new cashless and transparent system tomorrow,” he added.
To prevent any individuals from exploiting the situation by collecting illegal parking fees during the transition, the DKI Transportation Agency has deployed personnel assisted by TNI-Polri forces in the Blok M Square area.
