Illegal Parking Causes Congestion in Cawang, Transport Agency Implements On-Street Parking
The Jakarta Transportation Agency (Dishub) is applying an on-street parking system at specific points and times on Jalan Mayjen Sutoyo in Cawang, East Jakarta, to address rampant illegal parking that frequently triggers traffic congestion. The initiative is being carried out by the East Jakarta Transportation Sub-agency (Sudinhub) and the DKI Jakarta Parking Management Unit (UPT Perparkiran).
Head of the East Jakarta Sudinhub, Harlem Simanjuntak, stated that the solution of implementing on-street parking had been studied over the past year. Trials were conducted from February to November 2025, and a test of QRIS-based payment was carried out in February 2026. He explained that the agency was following up on public complaints regarding parking conditions on the road, noting that while on-street parking arrangements exist for specific points and hours, violations persist in the field, with vehicles parking beyond capacity and not adhering to designated parking lines.
On the west side of Jalan Mayjen Sutoyo, heading towards Tanjung Priok, on-street parking is applied with a 45-degree angled pattern limited to a single row, except between 06:00 and 10:00 WIB. This area has a capacity of 95 cars and 200 motorcycles, spread across three segments. Meanwhile, on the east side heading towards Cililitan, parallel on-street parking is enforced, with the arrangement not applicable between 16:00 and 20:00 WIB. This section has a capacity of 26 cars along a stretch of approximately 130 metres.
Harlem noted that the installed signage refers to Minister of Transportation Regulation Number 13 of 2014. Under these rules, the parking prohibition on the east side applies on working days, Monday to Friday, from 16:00 to 20:00 WIB. Outside these hours, vehicles are permitted to park in a single parallel row in the left lane, with no restrictions on Saturdays, Sundays, or national holidays. He stressed that the core issue is not the existence of parking facilities but rather non-compliance by some motorists who park improperly, exceed capacity, or ignore parking line boundaries. The East Jakarta Sudinhub has committed to intensifying supervision and enforcement, particularly during peak congestion hours, to ensure traffic flows smoothly.
