Illegal Cilincing Dumpsite Under Scrutiny, RDF-Based Waste Management in Focus

The existence of an illegal waste disposal site (TPS) in Cilincing, North Jakarta, has drawn significant attention. Police and sub-district officials visited the site and held discussions with residents who work as waste sorters. Cilincing Police Chief AKP Bobi Subasri and Cilincing Sub-district Head Daniel Azka Alfarobi visited the site located at Kampung Reformasi Blok C RW 08, Cilincing Urban Village, on Tuesday (11/8/2026). During the inspection, the sub-district head spoke directly with residents who work as waste sorters to understand the situation on the ground and to gather their aspirations regarding waste management that holds economic value. “The police are ready to synergise with the regional government and all elements of society to support better waste management,” said Bobi. Residents explained that a refuse-derived fuel (RDF) machine is already available at the location, used to process waste into a usable material and help reduce the volume of waste sent to final disposal sites. The inspection is part of the Cilincing Sub-district Government’s efforts to promote a more effective waste management system while also considering the livelihoods of residents who depend on the waste sector. Bobi stated that the police support the regional government’s steps to create a clean and orderly environment and ensure all activities proceed safely. “Our presence is not only to ensure the security and public order situation remains safe and conducive, but also to support programmes that benefit the community, including sustainable environmental management,” he said. The Provincial Government of DKI Jakarta has imposed sanctions on a waste haulage service provider for illegally dumping waste in Cilincing, North Jakarta. The company was fined IDR 10 million. The company penalised is PT Sinar Berdikari Cemerlang Idaman (SBCI). The DKI Jakarta Environmental Agency also issued a first written warning to the company. “We identified the vehicle recorded in the video. The investigation showed the vehicle belongs to PT SBCI,” said Helmy Zulhidayat, Head of the Environmental Agency’s Supervision and Law Enforcement Division, in a statement on Tuesday (11/8). The agency subsequently summoned PT SBCI on Tuesday (11/8) for clarification and examination. The company representative admitted that the vehicle recorded in the video was part of their fleet. Officers also conducted a field inspection around the location. The inspection found employee housing and a parking area for the company’s waste transport vehicles near the disposal site. “Based on the verification and examination results, we imposed an administrative sanction in the form of a coercive fine of IDR 10 million on PT SBCI, in accordance with DKI Jakarta Provincial Regulation Number 3 of 2013 concerning Waste Management,” he said. In addition to the IDR 10 million fine, PT SBCI received a first written warning based on DKI Jakarta Governor Regulation Number 102 of 2021.
