The Nusantara Capital Authority (Otorita Ibu Kota Nusantara/IKN) has signed cooperation agreements for a public-private partnership (PPP) housing project and wholly private investments. The agreements cover eight apartment towers for civil servants worth Rp2.629 trillion, as well as five private investments totalling Rp1.11 trillion in food, furniture, commercial, culinary, sports and supporting facilities.

The five companies involved are state-owned PT Berdikari (Persero), PT Java Teak Indo, PT Indonesia Belt Road High Tech Development Park, PT Laziz Nusantara Grup and PT FYP Karya Perdana.

IKN Authority Head Basuki Hadimuljono said development of the new capital was being funded not only through the state budget (APBN), but also through PPPs, private investment and grants. He said accelerating development in Nusantara would also create employment opportunities for nearby communities.

“Today we are showing that IKN development is not funded solely by the state budget. There are also two PPPs and five private investments whose construction will soon begin. I am grateful that IKN will also contribute to creating jobs, which are urgently needed by the community,” Basuki said in a written statement on Thursday (15 October 2026).

The agreements were signed at IKN Glamping in the Nusantara Central Government Core Area (KIPP) on Wednesday (14 October).

PT Nindya Karya President Director Firmansyah welcomed the agreement. He said the trust placed in Nindya Karya carried a responsibility to deliver high-quality development that would benefit IKN.

“For us, this trust is both a responsibility and a commitment to deliver high-quality construction and tangible benefits for the IKN Authority, the nation and the country,” Firmansyah said.

In the housing sector, the IKN Authority is developing homes for civil servants through PPP schemes covering both apartment blocks and landed houses.

For the eight-tower apartment project, PT Nindya Karya and PT Nindya Estate Management are the project sponsors. The development comprises 288 apartment units, each measuring 190 square metres, in Planning Area (WP) 1A. It covers a 6.84-hectare plot and has an investment cost of Rp2.629 trillion.

Earlier, on 6 October 2026, the IKN Authority signed an agreement for a PPP project to build 109 landed houses for civil servants in Planning Area (WP) 1B of the IKN Central Government Core Area. The agreement was signed with PT Intiland Development Tbk through its project company, PT Seratus Sembilan Nusantara. The project is valued at Rp2.819 trillion.

The project comprises 109 houses, each with a floor area of 390 square metres, on a total plot of 9.17 hectares. The land is divided into Plot 1, with 79 units across 6.6 hectares, and Plot 2, with 30 units across 2.4 hectares. The total investment is Rp2.819 trillion.

The cooperation period is ten years, comprising two years of construction and eight years of service. The project is expected to be completed in the fourth quarter of 2028.

Alongside the housing PPP projects, the IKN Authority has also signed private investment agreements with five businesses.

In the food sector, PT Berdikari (Persero) plans to develop an integrated poultry downstreaming project in WP 3, including a parent-stock layer farm and hatchery. The project will occupy 17.27 hectares, with an estimated investment of Rp177 billion and capacity for around 140,000 chickens.

PT Laziz Nusantara Grup will develop an Arabic restaurant, a gelato outlet and a multipurpose building in KIPP 1B. The project will cover 0.54 hectares, with an estimated investment of Rp10 billion.

PT FYP Karya Perdana will develop Teras Padu, a sports and commercial facility, in KIPP 1A. The site will cover 0.45 hectares and the estimated investment is Rp20 billion.

PT Java Teak Indo will build a Jepara furniture showroom and office in KIPP 1A on a 0.2-hectare site, with an estimated investment of Rp1.5 billion. The involvement of the furniture company was welcomed by Jepara Regent Witiarso Utomo.

Witiarso said the participation of Jepara furniture businesses in IKN showed how regional small and medium-sized enterprises could contribute directly to Nusantara’s development. He said IKN offered opportunities not only for large-scale investment, but also for local businesses to participate in line with their respective strengths.

“On behalf of the Jepara Regency Government, I would like to thank the IKN Authority Head for giving our small and medium-sized businesses in Jepara the opportunity to invest in IKN. Although we are small, being welcomed in IKN is a source of pride. IKN is not just for large investments; smaller investments from our communities are welcome too. I hope other regions will also take part in building IKN according to their capabilities,” Witiarso said.

PT Indonesia Belt Road High Tech Development Park will develop Grand Vista Nusantara in KIPP 1B. The project will include commercial space, apartments and offices on 3.57 hectares, with an estimated investment of Rp1 trillion.

The company was represented by its director, Yang Jinghui, who expressed appreciation for the opportunity to invest in IKN.

“We thank the IKN Authority and Indonesia for the opportunity to invest in Nusantara. We hope IKN’s development will progress more quickly and steadily, and be completed on time, so that more investors from China will be interested in coming here,” Yang said.

Through the signing of the PPP and private investment agreements, the IKN Authority hopes to continue accelerating the development of an ecosystem in the new capital.

Housing for civil servants, food facilities, commercial areas, dining and sports venues, and supporting services are expected to help IKN grow into a more complete, productive and sustainable city.
